JOB OVERVIEW:
We are seeking a Contract and Pricing professional to manage the Contracts Administration and Pricing functions of the company. This individual must have demonstrated experience in managing and pricing specialized and complex proposals, bids and contracts ranging from Department of Defense requirements to direct commercial and international commercial contracts. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
KEY RESPONSIBILITIES:
• Must possess advanced knowledge of contracting and pricing concepts, rate development, FARs and DFARs, Uniform Commercial Code and international contracting terms. Knowledge and experience with ITAR / EAR and other regulatory provisions necessary. Maintains cognizance of regulatory landscape.
• The Contracts Manager is a key leadership role responsible for overseeing the Contracts team. As the manager you will play a crucial role in guiding the team and ensuring the success of the team. This position requires strong leadership skills, as well as the ability to collaborate effectively with other departments.
• Fully analyzes solicitation and contract requirements for acceptability and recommends and drafts appropriate contractual . Ensures that solicitation and proposal terms are acceptable and independently possesses the ability to interpret clauses, special provisions, specifications and terms and conditions to ensure compliance to applicable laws and regulations.
• Develops and negotiates pricing and proposal terms, contract modifications, claims and agreements. Experienced in handling and coordinating DCAA and DCMA pricing requests and audits.
• Provides written and verbal contractual guidance to company personnel and program team members and bears the responsibility for contract performance.
• Monitors contract performance against contract requirements and reports on same. Must possess experience managing cost-type contracts.
• Manages the contract change process and prepares contract claims, closeout proposals and other types of contract activities.
• Reviews all significant pricing actions and proposals.
• Oversees procedures and scrutiny on potential claims for out-of-scope activity.
• Advises management of contractual rights and obligations and provides interpretation of terms and conditions.
• Provides sub-contractual flow-downs and guidance to the Integrated Supply Chain department as it pertains to Government contracting.
COOPERATION
This role requires collaboration across internal teams and with external stakeholders.
SKILLS & QUALIFICATIONS:
Required:
• Master's degree (M. A.) or equivalent; or four to eight years related experience and/or training; or equivalent combination of education and experience
• Ability to gain BATF approval
COMPETENCIES:
• Strong knowledge of FAR, DOD procurement procedures, Cost Accounting standards and related regulations.
• Excellent analytical, negotiating, oral and written communication skills.
• Attention to detail with strong problem-solving and critical-thinking abilities.
• Ability to work in fast-paced environments.
• Working experience with WAWF. Experience with Deltek and Costpoint applications a plus.
• Seeking demonstrated leadership, teamwork and interpersonal skills
WORKING CONDITIONS:
• Full-time on-site position.
• This position may require travel on an as-needed basis.
