Our client is a mission-driven public finance organization that funds multifamily housing development across an entire New England state. They are not a builder or developer themselves, they oversee the construction standards for projects built by outside developers and general contractors, acting as the compliance and quality backstop on every deal. This is a desk-centered, detail-driven role for someone who has construction expertise in a compliance and oversight capacity rather than a field capacity. The right person steps into a small, tight-knit development team and becomes the technical backbone of every construction decision the organization makes.

Overview

  • Review construction bids, plans, and specifications submitted by developers and general contractors before funding is released
  • Oversee a network of contracted third-party construction inspectors and ensure their reports are timely and actionable
  • Interpret and apply the organization's design and construction standards for external development partners
  • Resolve conflicts between contract inspectors and development partners over what is and isn't compliant
  • Track and report on construction costs and timelines across an active multifamily housing portfolio
  • Ensure contractor documentation for federal compliance programs (labor standards, procurement, disadvantaged business requirements) is submitted and complete
  • Conduct periodic site visits to multifamily properties under construction and recommend improvements

Skills/Experiences

  • High school diploma or GED required
  • Construction, architecture, or construction management background strongly
  • 7+ years of relevant construction experience, ideally at an institutional or large-scale commercial level (not primarily residential/custom home)
  • Experience reviewing bids, plans, or specs for general contractors and subcontractors
  • Experience negotiating or pushing back on large general contractors around documentation, plans, or change orders
  • Familiarity with building and life safety codes
  • Comfortable in a primarily desk-based, paperwork-intensive role with only occasional site travel
  • Proficient in Microsoft Office 365 and able to learn new software systems
