Job Summary
We are seeking an experienced On-Site Construction Management Representative (CMR) to provide full-time on-site construction oversight for a public/federal construction project and be capable of monitoring contractor performance, documenting progress, reviewing project documentation, and supporting project administration. The CMR will serve as the primary on-site contact ensuring all work conforms to contract documents, building codes, and safety standards.
Key Responsibilities
- Perform daily on-site observations of all construction activities to document progress, workmanship, and quality. Prepare and upload detailed daily logs, including high-resolution photographs with descriptions and dimensions.
- Arrange and facilitate weekly progress meetings, safety meetings, and technical inspections. Document meeting minutes and negotiation notes within one business day.
- Utilize specialized construction management software to process and track all project documentation, including Submittals, RFIs (Requests for Information), and contract correspondence.
- Review Prime and Subcontractor certified payrolls for Department of Labor compliance and conduct periodic on-site labor interviews (SF 1445). Monitor contractor compliance with Accident Prevention Plans (APP) and OSHA safety requirements.
- Review and verify the accuracy of the contractor’s baseline and monthly progress schedules. Inspect all construction materials upon delivery to ensure they match approved technical submittals.
- Assist in drafting scoping documents for contract modifications and documenting negotiations between the Government and the Contractor.
- Facilitate substantial completion inspections, review deficiency lists (punchlists), and verify the completeness of O&M manuals and warranties.
- Knowledge to observe and document structural/civil (roofing, windows), MEP systems (HVAC, electrical, plumbing, fire/security), elevator retrofits, and compliance with construction practices, codes, and safety regulations.
Required Qualifications
- Must have completed the OSHA 30-hour construction safety training.
- Proven ability to read, interpret, and understand complex construction contracts, plans, and specifications.
- Skilled in using Microsoft Teams, Word, Excel, Adobe PDF (with markup capabilities), and Microsoft Project.
- Must maintain a professional, neutral communication style and be able to provide real-time video footage of site conditions when requested.
- Must have no conflicts of interest with the associated construction firm (e.g., family members or stock ownership) and maintain high ethical standards.
- Ability to walk and climb across all levels of a three-story construction site on a daily basis to observe performance.
Qualifications
- Degree or professional credentials in Construction Management, Civil Engineering, Geology, or Geotechnical Engineering.
- Prior experience with historic building rehabilitation and government agency projects (specifically Park Service) is highly valued.
