Position Summary

ISI is seeking a Construction Manager – Electrical Engineer (CM-EE) to support the VA’s Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Illiana VA Health Care System in Danville, IL. This position provides full-time onsite technical support and owner's representative construction management services during the planning, design, construction, commissioning, and closeout phases.

The CM-EE will support government staff in overseeing the electrical systems scope across 21 facilities, including the renovation of one building to house a new Data Center. This position requires a hands-on leader who can assess electrical construction quality, monitor schedules, guide issue resolution, and support the VA’s integrated project team.

Candidates without a degree but with 15+ years of relevant experience managing electrical systems in healthcare or mission-critical environments are encouraged to apply.

Key Responsibilities

Pre-Design / Design Phase

  • Develop and maintain electrical-related input to the project schedule
  • Coordinate site studies, surveys, and feasibility reviews
  • Support planning and value engineering efforts
  • Conduct constructability and phasing reviews, especially around medical operations

Construction Phase

  • Oversee field installation of electrical systems to ensure compliance with codes, specs, and VA standards
  • Monitor the schedule and report on contractor progress and delays
  • Attend and contribute to progress meetings and milestone reviews
  • Support VA in managing RFIs, submittals, change orders, and payment applications
  • Monitor quality assurance and support third-party testing/commissioning teams
  • Review daily logs, contractor progress reports, and provide independent documentation
  • Maintain “as-built” drawing markups and support punch list and closeout efforts

Commissioning & Issue Resolution

  • Participate in systems testing and startup
  • Lead issue tracking and resolution coordination
  • Coordinate owner-furnished equipment delivery and installation
  • Document lessons learned and contribute to final project turnover packages

Minimum Qualifications

  • Bachelor’s degree in Electrical Engineering from an ABET-accredited institution and at least 6 years of experience in the design and/or construction of commercial or institutional electrical systems OR 15 years of directly related electrical construction management experience
  • Proven knowledge of NEC, NFPA, and healthcare electrical system standards
  • Ability to professionally communicate with multidisciplinary teams and government clients
  • U.S. citizenship
  • Able to obtain Public Trust clearance

Qualifications

  • Professional Engineer (PE) license in any U.S. state
  • Prior experience with VA, federal, or healthcare-related construction
  • Experience with fiber optic systems, emergency power, UPS, grounding, and critical redundancy systems
  • Familiarity with VA Technical Information Library (TIL) requirements
  • Previous EHRM or Data Center project involvement

Work Schedule and Setting

  • Full-time, onsite at VAIHCS Danville, IL
  • Typical hours are Monday–Friday, 8:00 AM–5:00 PM
  • Occasional off-hours work may be required to accommodate hospital operations
