Compliance Manager
Job Description
We are working with a West Midlands Local Authority who are seeking an experienced Team Manager – Property Compliance to lead strategic compliance operations across key safety areas including gas, electrical, water, lifts, and asbestos. This role is pivotal in ensuring the council’s HRA-owned domestic and commercial buildings meet legislative and safety standards.

Hybrid Working Arrangement
Duration: 3 Months (with likely extension)
Responsibilities:
- Lead strategic management of property compliance workstreams and related projects.
- Develop and implement compliance strategies for HRA-owned buildings.
- Oversee cyclical maintenance programmes to ensure buildings are safe, structurally sound, and compliant.
- Manage contractors and ensure service delivery aligns with compliance, environmental, and energy standards.
- Monitor budgets related to property compliance and safety.
- Ensure policies and procedures reflect current legislation and best practice.
- Represent the Head of Service in corporate working groups and strategic planning.
- Provide reassurance and technical advice to tenants, staff, and the public.
- Champion equality, diversity, and across service delivery.
Requirements:
- Proven experience in property compliance management across multiple safety disciplines.
- Must be P405 asbestos qualified
- Strong understanding of legislative standards and compliance frameworks.
- Experience managing contractors and budgets within a local authority or housing context.
- Ability to lead teams, develop strategies, and deliver high-quality services.
- Excellent communication and stakeholder engagement skills.
