A leading international engineering consultancy is seeking a qualified SCADA FAT + Commissioning Engineer to support a major infrastructure programme based in Riyadh, Saudi Arabia. This long-term role is part of the Project Management Consultancy (PMC) team, responsible for overseeing the factory and site acceptance testing, integration, and commissioning of SCADA and control systems across water infrastructure projects.

Role Overview
As SCADA FAT + Commissioning Engineer, you will be responsible for reviewing procedures, witnessing factory acceptance tests (FAT), site acceptance tests (SAT), and ensuring the full integration and operational readiness of control and automation systems. You’ll coordinate closely with contractors, OEMs, and multidisciplinary teams to ensure seamless commissioning and compliance with approved specifications.

Key Responsibilities

• Review FAT procedures and witness testing of PLC panels, RTUs, and SCADA servers
• Oversee SAT and commissioning of SCADA and field instrumentation systems
• Validate functional integration with flow meters, sensors, actuators, and control devices
• Coordinate loop checks, signal testing, and data communication protocols
• Interface with vendors, contractors, and client teams during commissioning
• Review and support commissioning method statements and documentation closeout
• Ensure adherence to approved control philosophies, cybersecurity standards, and interface protocols

Requirements

• BSc in Electrical, Automation, or Instrumentation Engineering with 7+ years of experience
  OR MSc in a related field with 5+ years of experience
• Hands-on experience in SCADA/PLC/RTU system commissioning
• Strong understanding of Modbus, Profibus, Ethernet/IP, and OPC protocols
• Experience in commissioning for large-scale infrastructure projects
• Fluent in English (Arabic is a plus)

Preferred

• Vendor certifications in SCADA/PLC platforms (e.g. Siemens, Schneider, ABB, GE)
• Experience in water/wastewater infrastructure projects in the Middle East
• Familiarity with FAT/SAT documentation and local authority processes
