Reports directly to the Assistant City Engineer or the Capital Improvement Project Manager.Essential FunctionsPrepares and reviews a variety of estimates, designs, and specifications for a variety of capital improvements projects conducted by in-house staff and consultants.Provides project management and engineering work on capital improvement projects.Reviews and approves site and construction plans, and specification for codes conformance to established departmental standards, policies, and sound engineering principles.Reviews and approves pay request/invoices and change orders for construction projects.Participates in the preparation of specifications, maps, plans, profiles, field notes, and designs of capital improvement projects.Reviews, authorizes, and monitors construction permit compliance by private developers, inspects projects, prepares cost estimates, and initiates for noncompliance.Reviews new development and redevelopment projects, engineering and construction plans to assure compliance with applicable Federal, State, and local laws, regulations, policies and procedures and makes recommendations for necessary revisions.Responds to , business, and other City customer inquiries.Works in conjunction with consulting engineers and other governmental agencies on the coordination of capital projects.Assists in the preparation of long-range plans for needed capital improvements.Coordinates the activities of City, State and the Federal agencies, private contractors, and others involved with City projects.Reviews municipal and private development projects for compliance with Pollutant Discharge Elimination System (NPDES) requirements.Assists with all tasks related to NPDES reporting requirements related to City stormwater utility systemsWorks in conjunction with GIS Analyst on the data maintenance and management of the GIS stormwater utility assets and operations.Provides support to Stormwater and Streets DivisionsKnowledge, Skills and AbilitiesKnowledge ofThe principles and practices of civil engineering as related to the preparation of plans and specifications, design, construction, and maintenance of public works projects.Modern methods and techniques as applied to the design, construction, and maintenance of public works projects.Construction management.Federal, State, and local laws governing local municipalities.Skilled inEngineering plan preparation and reviewLand and engineering survey systems, methods, and techniques of engineering draftingThe principles, practices, and techniques of computer-aided engineering draftingPrepare and present technical reportsAbility toEstablish and maintain effective working relationships with City officials, employees, contractors, and general publicExpress ideas clearly and concisely, both orally and in writingAttend after-hour meetings as neededMinimum and QualificationsMINIMUM REQUIREMENTS:Bachelor's degree from an accredited college or university with a major in Engineering or related field3+ years of experience performing engineering work related to Public Works and/or Utilities.Possession of an Engineering in Training or Engineer Certificate from the State of FloridaPossession of a valid State of Florida Class "E" driver's license with no more than six (6) points in a three (3) year period.Additional experience is accepted as a minimum requirement on the following basis: master's degree is equivalent to (1) year. The maximum accrual is 360 hours. Years of Service Accrual 0 to 5 full years 8 hours per month 5 to 10 full years 10 hours per month 10 to 15 full years 12 hours per month 15 full years and over 14 hours per month CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year. SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows: Years of Service Percentage Less than 2 full years 0% 2 to 5 full years 10% 5 to 10 full years 20% 10 full years or more 30% Retirement (normal, early or ) 50% HEALTH INSURANCE (Premiums) : Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan. CONTINUOUS SERVICE BENEFIT: As of December 1, each year - Paid during the month of December.
