Overview
This is a leadership and engineering position within the Structures/Hydraulics Section at the Vermont Agency of Transportation, serving as the State Hydraulics Engineer. The State Hydraulics Engineer is a subject matter expert in, but not limited to, the following areas: hydrologic modeling and calculations, open-channel flow, one- and two-dimensional hydraulic modeling, culvert hydraulics, scour evaluation and countermeasure design, channel and bank stabilization, aquatic organism passage, sediment transport, and fluvial morphology. The primary function of the Structures/Hydraulics Section is the development and design of project plans, specifications, and estimates for transportation projects involving bridges, culverts, retaining walls, and related infrastructure across the state. This position is located at Barre City Place in Barre, Vermont.
This position will be responsible for:
Hydraulic Design and Review - Managing multiple projects and prioritizing tasks within the Hydraulics Unit. Perform and review hydraulic analyses for bridges and culverts using advanced hydraulic modeling techniques. Provide technical guidance to Hydraulics and AOT staff members on topics including (but not limited to) scour evaluations and countermeasure design, structure layout, fish passage analysis, bridge and culvert hydraulics, culvert retrofit design and analysis, floodplain analysis, and regulatory compliance. Simulate flow conditions under various storm events, including peak discharge rates and potential surface water flooding. Assess and analyze the risk of scour and erosion around infrastructure, and design appropriate protective measures.
Collaboration - Collaborate with multidisciplinary teams, including architects, civil engineers, environmental engineers, and transportation planners, to integrate hydraulic designs with overall infrastructure projects.
The ideal candidate will have:
Expert knowledge of Two- and One-Dimensional Bridge Hydraulic Modeling concepts and software packages such as SMS/SHR-2D, HEC-RAS, and HY8
Advanced knowledge of GIS software packages such as ArcGIS or QGIS
Working knowledge of program such as python
Working knowledge of sediment transport and debris flow modeling
Expert knowledge in Hydrologic calculations and software packages such as WMS, HEC-HMS, and HydroCAD
Expert knowledge of Scour Evaluation and Countermeasure design with the use of HEC-18 and HEC-23, respectively
Advanced knowledge in fluvial geomorphology and aquatic organism passage (AOP)
Working knowledge of floodplain mapping, FEMA "no-rise" analysis, and the CLOMR/LOMR process
Ability to mentor hydraulic staff and review hydraulic analyses prepared by others
Experience conducting field inspections, hydraulic surveys, and data collection for model calibration

Class Definition
Engineering work at an advanced professional level for the Agency of Transportation. Duties will concentrate on the most highly complex projects and involve design, technical support, and construction oversight under minimal general direction. Independently and professionally design, develop, and oversee transportation plans and specification through advanced knowledge of disciplines including, but not limited to, Roadway, Traffic, Structural, Hydraulic, Geotechnical, Environmental, Materials, and Construction Management.
Environmental Factors
Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong of opinion may be encountered on a regular basis.
Minimum Qualifications
Bachelor's degree in civil engineering, construction management, architectural engineering, or relatedtechnical field AND seven (7) years of engineering experience INCLUDING licensure as aProfessional Engineer.
OR
Associates degree civil engineering, construction management, architectural engineering, or relatedtechnical field AND ten (10) years of engineering experience INCLUDING licensure as aProfessional Engineer.
