JOB DESCRIPTION 

Position: Civil Engineering Subject Matter Expert (SME) 

Reports To: Program Manager / Site Lead 

Department: Civil Engineering Service Nellis AFB 

FLSA Status: Exempt 

Location: Nellis AFB 

General Function 

The Civil Engineering Subject Matter Expert (SME) provides expert-level knowledge, technical direction, and strategic consultation in support of planning, design, analysis, and execution of civil engineering projects. The SME will serve as the primary technical advisor on infrastructure development, maintenance, and compliance, ensuring projects meet regulatory requirements, mission objectives, and engineering best practices. 

Major Activities (Typical Duties/Responsibilities) 

  • Evaluate proposals to build/install new facilities, systems, and equipment and the modification or repair of existing systems 
  • Provide technical consultation on civil engineering activities, including site design, drainage, grading, utility planning, and road or pavement systems. 
  • Review engineering drawings, specifications, and submittals to ensure compliance with contract requirements and applicable codes. 
  • Perform field inspections and technical audits to verify construction quality, resolve design issues, and validate as-built conditions. 
  • Serve as liaison between engineering teams, contract management, and client representatives for project updates and coordination. 
  • Offer subject matter input to support contract deliverables, government reporting requirements, and performance assessments. 
  • Assist with the preparation of engineering studies, condition assessments, and infrastructure improvement plans. 
  • Maintain awareness of applicable federal, state, and local regulations related to civil engineering and construction standards. 
  • Support technical training and mentoring for junior personnel as appropriate. 
  • Prepare and present technical reports, white papers, and documentation in support of contract scope or project objectives. 

 

Skills and Abilities

  • Current work experience within last 5 years of the Typical Duties/Responsibilities 
  • Professional knowledge of standard civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects 
  • Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. 
  • Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 
  • Ability to plan, conduct, and record site/facility surveys and inspections 
  • Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other engineering disciplines and architects; communicate effectively both orally and in writing; and maintain good working relations 
  • Shall have direct work experience or familiarity with DOD and U.S. Air Force directives and instructions governing the requirements 
  • Shall possess expert proficiency (knowledge and ability) in computer programs that include Microsoft Word, Microsoft Excel, Microsoft PowerPoint, SharePoint, Adobe FrameMaker, and Adobe Acrobat Professional 
  • Shall have the ability to create/prepare/conduct/deliver complex oral and written briefs, reports, papers, instruction to audiences from the tactical level to 57th Wing (WG) staff. Contractor shall have excellent analytical, speaking, and writing skills 
  • Strong analytical and problem-solving skills 
  • Ability to interpret complex plans, specifications, and engineering documentation 
  • Proficiency in engineering tools such as AutoCAD Civil 3D, Bluebeam, and Microsoft Office Suite 
  • Excellent communication and interpersonal skills 
  • Ability to prioritize and manage multiple ongoing projects 
  • Strong understanding of government contracting processes and technical compliance 
  • Support cost analysis 
  • Support project prioritization across the 57 OG infrastructure 
  • Manage organization priority projects from conceptual design to completion 
  • Coordinate directly with Nellis AFB installation agencies to ensure priority projects meet organizational timelines 
  • Compile, updates, and brief 57 OG Commander or designated representative on status of priority projects as scheduled by USG 
  • Monitor risks for numerous projects, recommend mitigation strategies, and prepare reports which summarize project activities 
  • Review design drawings, recommend changes and attend project meetings with USG and other DOD Contractors 
  • Accomplish construction drawing reviews and quality control site walks to ensure organizational requirements and timeliness are met 
  • Coordinate emergency/priority repairs to minimize work stoppages to organization 
  • Operate as the Single point between Nellis AFB installation agencies, DOD Contractors, and 57 OG to minimize time delays for project request for information submissions, site visits, and change orders 

 

Minimum Experience

  • Minimum of 10 years of specialized civil engineering experience 
  • Prior experience in federal or DoD environments strongly  
  • Knowledge of relevant building codes, environmental standards, and federal regulations 
  • Must be proficient in written and spoken English 

Security Clearance 

Must be able to obtain and maintain a Sensitive But Unclassified (SBU) or higher security clearance based on contract requirements.
