Job Title: Civil Commitment Clinical Supervisor I
Location: Hermiston, Oregon (Regional role across Umatilla, Morrow, Wheeler, Gilliam & Grant Counties)
Reports to: Forensics Program Manager
Salary Range: $65,500–$98,300 annually (DOE)
FLSA: Exempt, full-time (40 hrs/week)

Position Overview

The Civil Commitment Clinical Supervisor oversees mental health and addiction clinicians, ensuring compliance with Oregon Administrative Rules, quality standards, and treatment protocols. This role includes supervising Qualified Mental Health Professionals (QMHPs), conducting mental health investigations, managing civil commitment cases, and collaborating with legal and community partners.

Key Responsibilities

  • Provide daily clinical supervision, focusing on civil commitment investigator oversight.

  • Obtain and maintain certification as a Mental Health Civil Commitment Investigator.

  • Conduct investigations, initiate holds, and coordinate with hospitals, case workers, attorneys, and courts.

  • Monitor and report civil commitment data; support diversion and transitions from institutions to the community.

  • Ensure evidence-based practices, quality assurance, and timely clinical documentation.

  • Recruit, hire, train, and evaluate clinical staff; address performance issues as needed.

  • Participate in on-call rotation for crisis intervention (adults and children).

  • Maintain compliance with OARs, CCS policies, and contractual requirements.

  • Foster community partnerships and represent CCS in meetings, boards, and public settings.

  • May carry a small caseload and provide utilization management.

Qualifications

  • Master’s degree in psychology, sociology, or related human services field.

  • At least 2 years of post-graduate clinical experience.

  • Certified Mental Health Investigator (or ability to obtain).

  • Knowledge of mental health diagnosis/treatment, addictions, and civil commitment regulations.

  • Strong decision-making, organizational, and communication skills.

  • Ability to work independently, supervise staff, and manage confidential information.

  • Valid driver’s license, insurable, and able to travel across assigned counties.

  • Must pass required criminal history check and pre-hire drug screening.

Work Environment

Primarily office-based with frequent community/home visits; some travel and overnight stays required. Role includes exposure to unpredictable environments during client crises.
