Position Overview

Bay Systems Consulting Inc. is seeking a Cyber Business System Analyst to support NOAA’s cybersecurity and IT operations. This role focuses on assessing and improving business IT systems and ensuring they align with cybersecurity and mission-driven objectives. The ideal candidate will work collaboratively with technical teams and stakeholders to translate user requirements into effective solutions, support secure system design, and ensure operational integrity across NOAA's digital environments.

Key Responsibilities

  • Analyze and evaluate business systems and user needs related to cybersecurity and IT infrastructure.
  • Develop and document system specifications, workflows, and procedures that align with agency strategies.
  • Collaborate with cybersecurity, operations, and development teams to ensure system design meets security and functional requirements.
  • Write detailed descriptions of user needs, program functions, and technical steps required to develop or modify systems.
  • Ensure compliance with system security protocols, including access control, data integrity, and backup procedures.
  • Support the monitoring of networked systems, host servers, and enterprise applications.
  • Perform periodic system audits and respond to management requests for technical reporting.
  • Maintain documentation and control procedures for secure file management.
  • Stay current with cybersecurity best practices and federal guidelines (e.g., NIST, FISMA).

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related field (or equivalent combination of education and experience).
  • 2 to 4 years of relevant professional experience in IT business analysis or systems administration.
  • Familiarity with relational databases, client-server architecture, and networked environments.
  • Basic understanding of cybersecurity principles and controls.
  • Strong analytical and documentation skills, with the ability to translate business needs into technical requirements.
  • Experience working under general supervision and contributing to cross-functional teams.
  • Excellent verbal and written communication skills.
  • Active U.S. Government Security Clearance is required.

Qualifications

  • Experience supporting federal cybersecurity programs or compliance frameworks (e.g., NIST 800-53, FISMA).
  • Familiarity with tools such as Jira, Confluence, or ServiceNow.
  • Experience with system backup, access control, and file management policies.
  • Ability to respond to audits and security assessments with appropriate documentation.
  • Knowledge of systems administration practices for Linux or Windows environments.
