Our client is an established, Federal government contractor. Our client’s focus is in providing Information Technology, Health Care and Research Services to federal government clients. We are currently seeking an experienced Business Development / Bid & Proposal Manager – Federal Government Contracting to expand and further develop the company’s service offerings. Reporting to the Head of Business Development, the position is responsible for growing the company’s services revenue and client base.
The ideal candidate will have 3+ years of relevant business development and sales experience with Federal government clients. Experienced in expanding service offerings with existing clients, following-up on referrals and developing business with new clients. The successful candidate must possess excellent influencing, communication and teamwork skills, and understanding of Federal government customers and contracting.
PRIMARY RESPONSIBILITIES INCLUDE:
BUSINESS DEVELOPMENT / SALES GROWTH
- Build the company’s market position and identify, develop, define, and close Federal business opportunities in assigned service portfolio.
- Develop, own, and execute a growth strategy for assigned domain, achieving sales and revenue goals.
- Develop and maintain an active pipeline of opportunities and proactively identify new opportunities to meet strategic growth objectives – both competitive targets and 8(a) sole source targets.
- Qualify opportunities using a wide variety of information and resources, to support a bid/no-bid review process.
- Pursue and secure strategic relationships with new customers and partners; maintain and mature existing relationships with customers and partners.
- Qualify and support the selection of teaming partners for opportunities and as required, support data calls to teaming partners related to capabilities statements, past performance, technical inputs, etc.
CUSTOMER MANAGEMENT / DEVELOPMENT
- Collaborate with the Operations team to cultivate new opportunities with existing customers to grow and expand the company's existing customer base.
- Consistently engage with clients to maintain relationships and ensure high levels of satisfaction.
- Assist with hosting regular client business reviews working to expand additional service offerings.
BID AND PROPOSAL MANAGEMENT
- Lead Bid & Proposal efforts for assigned domain - Collaborate with the proposal team to develop proposal response format and structure; Significantly contribute to solution / offer development and writing strategy; Lead and support the development of win themes; Participate in the review process.
- Lead and support responses to Federal / DoD market research / sources sought / Requests for Information (RFI’s) and other required client documentation.
- ·Attend Industry Days and Pre-proposal conferences – conducting meaningful networking with both customers and industry partners; gathering value-add intel surrounding forecasted opportunities and Government needs / trends. Travel to various conferences as required.
CANDIDATE REQUIREMENTS INCLUDE:
- Bachelor’s Degree in Information Technology, Healthcare, Business, Marketing or closely related field.
- Experience with 8(a) Federal contracting and Shipley Proposal Methods required. Shipley Training or Certification is strongly .
- 3+ years of experience working for a federal contractor in professional services business development, program operations, or bid and proposal development.
- 2+ years of professional services business development, capture management and/or sales experience with federal government clients.
- Experienced using federal opportunity sourcing tools such as SAM.Gov, FedConnect, Deltek Govwin, etc.
- Proficiency with Microsoft SharePoint (or other document management system), Office Suite (Word, Excel, PowerPoint, Project, Visio) and Adobe Suite for use in communication, presentation preparation, data analysis & tracking.
- Demonstrated experience developing strategic collaborations and customer development.
- Excellent verbal, written, interpersonal and presentation communication skills. Able to interface, communicate and build professional relationships with clients, team members and management. and work effectively as a trusted team member.

- Must be able to pass a required background check and/or security clearance to work on government projects.
- U.S. Citizenship is required for the role. The company will not sponsor individuals for employment for this role.
POSITION LOCATION AND TRAVEL REQUIREMENTS:
Office-based role in Orlando, FL. Must be able to commute daily into office and to travel 25-35% to attend conferences, trade shows and client / team meetings. Overnight travel required.
TEAM RESPONSIBILITY:
Serve as a key revenue generator of assigned services for the company. Collaborate with internal team members and external clients. Mentor team members.

RELOCATION ELIGIBILITY:
No relocation assistance provided. Local, qualified Orlando, FL metro area candidates will be given preference and priority. Qualified candidates willing to self-relocate to the Orlando, FL metro area will also be considered.
COMPENSATION & BENEFITS INFORMATION:
- Base Salary Range: $90,000 - $120,000, commensurate with experience and qualifications
- Variable Pay: Results-based quarterly performance bonus.
