Branch Manager, Electrical Licensing and Controllers (LEW8-9)
Job PurposeTo manage and oversee both the Electrical Safety Audit & Licensing (ESAL) and Power Services Controllers (PSCO) of NSEWL, CCL, BPLRT & TEL. For ESAL, to ensure SMRT electrical installations and maintenance procedures are compliance with Energy Market Authority (EMA) regulations and relevant codes of practice. To manage the PSCO to ensure compliance to SMRT Safety and Operating Procedures Responsibilities1. Manage electrical licensing for electrical installations in MRT premises, including tenants’ License Electrical Worker (LEW) to ensure compliance with EMA Act and Electricity Regulations. 2. Attend to electrical incidents at stations, carried out investigation to identify the cause of the incident and made recommendations to improve and resolve the issue. 3. Promote Electrical Safety in SMRT. Conduct regular Electrical Safety Briefing to EMF, ECS and POW staff for their COA certification. 4. Manage Certification of Authorisation (COA) system. Permit-to-Work (PTW) system and electrical safety audits. 5. Assist SMRT LEW in both NSEWL, CCL, BPLRT & TEL on safe shutdown / re-energisation for all Intake Sub-Stations i.e. TDI, KDI, BVI, SFI, BDI, YSI, TMJ, MDI & TGI. 6. Work closely with LTA & EMA to seek special scheme of Electrical Licensing (Restricted LEW Grade 8 or RLET) for our technical staff and at the same time to close up any gaps between operational and regulatory or grey areas that may have existed arises from varied interpretation of the Electricity Acts & Regulations. 7. To identify relevant portions of the Electricity Acts and Regulations in support of our COA system to seek clarifications with EMA through LTA's drive to align and ensure operational compliance with EMA regulations. 8. Develop new SOP for the special scheme of Restricted Electrical Licensing known as RLET for LTA & EMA approval. 9. To oversee ESAL staff daily activity on inspection of all electrical installation to meet the Quality objective as stated in our WI and ensure all works are in compliance with the relevant procedures and safety requirement. 10. To manage a team of competent PSCO in OCC to ensure operational effectiveness and efficiency in NSEWL, CCL, BPLRT & TEL. 11. To plan, develop and upskill staff competency and experience for staff own career advancement. 12. Manage the group of supervisory staff and line/section managers to meet the set KPIs and maintain high level of productivity. 13. Liaise with Authorities, such as EMA, LTA, and Power Grid for power-related issues. 14. Maintain good relations through creating good rapport and regular dialogue with staff whilst keeping all channels of communication open. 15. Conduct staff counselling & staff appraisal. 16. Ensure that the workplace is safe and secure for all staff to work. Qualifications & Work Experience Valid Electrical PE and LEW (Engineer) certification will be an advantage. Experience in the maintenance of the 22kV AC system, 750 V DC system (Traction Transformers /DC switchgears/DC cables), 415V AC System, UPS system is required. Skills Technical skills include:• Working knowledge of enterprise asset and work management processes • Strong technical knowledge and experience in administering and supporting SAP and IBM Maximo system• Experience in troubleshooting system issues and providing technical support to end-users• Knowledge of IT policies and procedures• Strong PC skills and Microsoft Office applications• Certification in SAP or IBM Maximo is a plus Generic skills include:• Resourceful, self-driven and independent• Critical thinking, problem-solving skills• Team player• Strong interpersonal communication skills• Facilitation / planning skills• Ability to work in a fast-paced, deadline-driven environment
