TITLE: Associate Director of Public Safety (Captain)

REPORTS TO: Director of Public Safety and Emergency Management (Chief)

SALARY: Grade 12 (base pay from $52,170.00 - $62,170.00)

ROLE: Acts independently and with limited supervision and direction in the following: Supervises the daily protective service operations within the Office of Public Safety; in operational and administrative matters works in close collaboration with the Director of Public Safety, and Assistant Dean.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

  • Oversees supervision of the operations function of the Office of Public Safety on a day-to-day basis and for assigned shifts.
  • Prepares shift schedules, approves leave and overtime use.
  • Works one tour of each shift quarterly, to review problems and issues, inspect officers’ appearance, and answer specific questions or concerns.
  • Recommends and participates in the immediate and future training of officers in accordance with policy.
  • Conducts annual employee evaluations. Evaluates and documents employees' performance and provides feedback.
  • Prepares and posts the approved duty roster each week, which includes special assignments as appropriate.
  • Maintains and inspects protective services equipment and uniforms, to include ordering new uniform and equipment, or discarding damage uniforms and equipment.
  • In coordination with the Chief, the Captain interacts with outside vendors to coordinate the installation, operation, and maintenance, repair of safety alarm systems, access control systems, and emergency equipment. Oversees vendors for compliance with contractual services.
  • Ensures that all incident reports and operations reports are properly documented.
  • Ensures the staff complies with all Special Police Officer policies and procedures that are mandated through the Licensing Division of the Maryland State Police Department.
  • Attends internal/ external training courses, classes, and seminars to enhance protective services skills and knowledge.
  • Recommends changes to operational and administrative policies and procedures that would improve protective services activities.
  • Maintain a good working relationship with external law enforcement officials and other related agencies to obtain and exchange information.
  • Meets regularly with the Chief of Public Safety, Director of Student Services, and Assistant Dean to discuss operations.
  • Works with the Chief of Public Safety on Emergency Operations Procedures.
  • Oversees the immediate supervision of switchboard staff and student workers
  • Provides 24-hours administrative on – call coverage of all serious incidents and activities that occur within the college, to promptly notify the chief and assistant dean in accordance with call-in directives, chain of command of any situations that may compromise protective services.
  • Engage with students who may be in crisis, providing support to such students and coordinating college or off-campus resources to facilitate the care of the students.
  • Work with the Office of Student Services to coordinate housing issues and key control for dorm rooms and building access.
  • Acts on behalf of the chief during his or her absence.
  • Performs other work-related duties as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Applicant should be physically capable of walking or standing a post outdoors for extended periods of time, as well as ascending and descending stairs.   • Associate degree (bachelor’s ) and five years of security or public safety experience or acceptable combination of education and experience. Supervisory experience and the knowledge and ability to train and motivate a staff. Ability to work with and understand a college population.
  • Ability to work a flexible schedule, including all shifts.
  • Possess and maintain special police commission or the ability to obtain a commission within 120 days of employment.
  • Must possess the ability to be certified in first aid and CPR and the successful candidate must have the ability to work with electronic security equipment.
  • A successful completion of a physical examination, drug screen and background check approved by the Director of Human Resources.
  • Must possess and maintain a current valid Maryland driver’s license.
  • Should be physically capable of walking or standing outdoors for extended periods of time.

NOTE: This position is considered an essential employee and may require you to report to work during times of emergency or inclement weather.
