Assistant Transport Planner



£32,380 per annum (pay award pending) - Grade 5



Leeds / Hybrid



Full time / Permanent - 37 hours per week

As our new Assistant Transport Planner, you will join a dedicated Transport Planning team at the heart of shaping West Yorkshire’s future transport network. The team leads the development of projects from concept through to design stage - coordinating feasibility studies, managing consultation exercises, and working closely with partner authorities and key stakeholders to turn ideas into deliverable, high-quality transport schemes.



This role will provide technical transport planning support for the development of the West Yorkshire Local Transport Plan, as well as for a range of major infrastructure projects. These include both pipeline schemes and live programmes such as the Active Travel Fund (ATF) and the City Region Sustainable Transport Settlement (CRSTS). You will also work with policy and strategy on developing a new pipeline of schemes, alongside the implementation of the Local Transport Plan. As Assistant Transport Planner, you will play a key supporting role in delivering the Combined Authority’s regional transport priorities across all modes of travel. You will apply your technical skills and ideas to help design inclusive, accessible, and sustainable transport solutions that make a real difference to people’s lives.



Working collaboratively with district partners and internal teams, you will contribute to maintaining high standards of quality, performance, and assurance across the Transport Planning function and wider Transport Capital Programmes directorate. You will provide specialist transport planning assistance to internal colleagues and district partners, ensuring transport programmes and projects are designed to realise the core priorities of the region, maximise benefits and deliver value for money. Your work will play an important part in driving forward the development and delivery of major transport infrastructure projects across the region.

The Role



Reporting into a Transport Planner, your key responsibilities will include:



· Supporting the development of major transport scheme business cases, in line with our established Assurance Framework requirements, including key activities, such as design quality compliance, consultation and engagement with transport users and key stakeholders.



· Supporting data collection, evidence, and analysis for use in the appraisal of projects, development of business cases, and preparation for funding bids. This will include identifying and applying proportionate, standard, and bespoke approaches to data specification, collection, analysis and interpretation.



· To assist in the design, execution and analysis of technical transport surveys and other data collection techniques, including GIS data maps, and specialist modelling packages to develop optimal, affordable and effective projects.

About You



You will have the following key skills, attributes, education and experience:



· Hold a relevant degree and/or a Transport Planning Apprenticeship qualification or possesses equivalent practical work experience.



· Demonstrate a keen interest and understanding of local transport policy and delivery issues, including current legal, financial, and political context in which local public transport is delivered.



· Demonstrate commitment to regional priorities and team objectives.



· Be a proactive, visible, and enthusiastic team member, encouraging partnership working with colleagues, peers and customers.



· Demonstrate a commitment to Equity, and (EDI) at all times.
