Position Summary
The Entry-Level Assistant Project Manager (APM) supports the successful planning, coordination, and execution of water and wastewater infrastructure construction projects. Working under the direction of the Project Manager and in coordination with field supervision, the APM assists with project documentation, scheduling, cost tracking, procurement, subcontractor coordination, and communication with owners, engineers, and vendors.
This position provides hands-on exposure to the full lifecycle of heavy civil and water/wastewater treatment facility construction projects including pipelines, pump stations, treatment plants, and related infrastructure.
Key Responsibilities
Project Administration
- Assist the Project Manager with overall project coordination and documentation.
- Maintain organized project files including contracts, drawings, specifications, and correspondence.
- Track submittals, RFIs, and shop drawings to ensure timely review and approval.
- Prepare transmittals and distribute project documentation to stakeholders.
- Assist in managing document control systems (e.g., Procore or similar platforms).
Cost Control & Contract Administration
- Assist with tracking project budgets, costs, and committed expenses.
- Help prepare monthly pay applications and support quantity tracking.
- Track change orders, field orders, and potential cost impacts.
- Support subcontract administration including agreements, compliance, and invoicing.
Scheduling & Planning
- Assist with developing and updating project schedules using tools such as Microsoft Project or Primavera P6.
- Coordinate with field staff to monitor schedule progress and identify potential delays.
- Help develop short-term look-ahead schedules.
Procurement & Vendor Coordination
- Assist with procurement of materials and equipment.
- Track delivery schedules for critical materials and equipment.
- Coordinate with suppliers, subcontractors, and field staff to support construction activities.
Field Coordination
- Work closely with the Superintendent and field teams to understand project progress and issues.
- Participate in site meetings, safety meetings, and coordination meetings.
- Assist with reviewing daily reports, production quantities, and work progress.
Quality Control & Testing
- Help coordinate material testing and inspection activities.
- Track testing results and maintain documentation for project closeout.
- Assist in coordinating start-up and commissioning activities for treatment equipment.
Safety & Compliance
- Support implementation of company and owner safety requirements.
- Assist with maintaining project safety documentation.
- Participate in jobsite safety meetings and site walks.
Qualifications
Education
- Bachelor’s degree in Construction Management, Civil Engineering, Environmental Engineering, or related field .
Experience
- 0–3 years of construction experience (internships or field experience acceptable).
- Experience with heavy civil or water/wastewater projects but not required.
Skills
- Basic understanding of construction drawings and specifications.
- Strong organizational and communication skills.
- Ability to manage multiple tasks in a fast-paced environment.
- Proficiency in Microsoft Office (Excel, Word, Outlook).
- Familiarity with construction management software such as Procore is a plus.
Work Environment
- Combination of office and construction site work.
- Frequent interaction with field personnel, subcontractors, engineers, and project stakeholders.
- Occasional travel to project sites may be required.

Junior Estimator
Water/Wastewater Construction
Position Summary
The Entry-Level Junior Estimator supports the preconstruction and estimating team in preparing cost estimates and bid proposals for water and wastewater infrastructure projects. This position assists in reviewing plans and specifications, performing quantity takeoffs, obtaining subcontractor and supplier pricing, and developing cost estimates under the supervision of a Senior Estimator or Preconstruction Manager.
Projects may include water and wastewater treatment plants, pump stations, pipelines, storage tanks, and related heavy civil infrastructure.
Key Responsibilities
Quantity Takeoffs
- Perform quantity takeoffs from construction drawings and specifications.
- Measure materials including concrete, piping, excavation, backfill, structural components, and equipment.
- Use digital takeoff tools such as Bluebeam Revu and estimating software like HCSS HeavyBid or PlanSwift.
Plan & Specification Review
- Assist in reviewing project drawings, specifications, and bid documents.
- Identify scope requirements, constructability considerations, and potential risks.
- Help develop scope summaries and bid checklists.
Subcontractor & Supplier Coordination
- Solicit pricing from subcontractors and suppliers.
- Maintain bid logs and track incoming quotes.
- Assist in evaluating subcontractor proposals for scope completeness.
Cost Estimating Support
- Help assemble detailed cost estimates including labor, materials, equipment, and subcontractor costs.
- Assist with building estimate summaries and bid recap sheets.
- Support preparation of internal bid review packages.
Preconstruction Support
- Participate in pre-bid meetings and site visits when applicable.
- Assist in developing preliminary schedules and logistics plans.
- Help compile proposal documentation for bid submission.
Database & Cost Tracking
- Maintain historical cost data and estimating databases.
- Update unit costs and production rates based on past projects.
- Assist with post-bid reviews and estimate comparisons.
Qualifications
Education
- Bachelor’s degree in Construction Management, Civil Engineering, Environmental Engineering, or related field .
Experience
- 0–3 years of experience in construction estimating or field construction.

- Ability to read and interpret construction drawings and specifications.
