Tempting Recruitment is delighted to present a compelling opportunity with our respected client - a prominent council. We are currently seeking a dedicated Transport Development Engineer to join their dynamic team.

The Position

The duties you will be performing as part of your role:

  • Formulate responses to planning application consultations for medium and large development proposals on behalf of the Highway Authority
  • Agree on design principles for new development projects
  • Manage the work of Transport Planning Engineers and Technicians within the team
  • Develop and articulate the Highway Authority's response to Local Plans
  • Collaborate with colleagues to create town-wide transport plans, proposing suitable schemes for various locations
  • Evaluate and provide recommendations to District Councils on pre-application inquiries and formal planning applications involving residential and industrial estates, where the County Council acts as the Highway Authority
  • Negotiate with developers, agents, applicants, and local planning authorities to resolve highway concerns related to proposed developments
  • Advise on agreements under Section 38 of the Highways Act, negotiating solutions for road layout, junction design, footpath and cycleway links, drainage, and street lighting, ensuring compliance with approved standards
  • Provide counsel on agreements under Section 106 of the Town and Country Planning Act for road layouts intended for adoption as public highways
  • Advise on agreements under Sections 278 of the Highways Act for improvement works within existing public highways, Section 38 for the dedication of highways, and Section 116 for the stopping up of highways
  • Manage a team of engineers and technicians to deliver timely responses to local planning authorities concerning highway-related comments on planning applications
  • Coordinate with the Transport Strategy Technical Team to ensure the satisfactory execution of Section 38 and 278 agreements, ensuring compliance with layout standards
  • Contribute to the development of town-wide transport plans.

About You

To be successful in this role, you should possess the following qualifications and skills:

  • Possess a relevant degree or equivalent qualification.
  • Hold an Incorporated or Chartered Engineer status, or equivalent experience and knowledge.
  • Demonstrate reliability and trustworthiness to achieve organizational and team objectives.
  • Promote inclusive growth on the Highway network without compromising its integrity.
  • Maintain patience and calm in challenging situations, including public meetings, even when facing controversy.
  • Work with drive and commitment, collaborating effectively with diverse individuals to achieve optimal outcomes for the organization.
  • Demonstrate creativity and enthusiasm in approaching work tasks.
  • Have a high-level understanding of highway design, construction, and relevant sections of the Highways Act.
  • Possess detailed knowledge of the section 38 and 278 agreement processes.
  • Exhibit significant experience in interpreting complex transport assessments and responding to developers/consultants.
  • Capable of representing the team and providing expert advice in internal and external meetings, even in challenging circumstances.
  • Possess an excellent understanding of relevant Health and Safety legislation and codes of practice applicable to highway works.
  • Solve diverse problems related to the area of work.
  • Understand highway maintenance and safety practices thoroughly.
  • Apply creative thought to problem-solving based on previous experience.
  • Manage personal work and coordinate with others to achieve shared objectives effectively.
  • Produce high-quality written documents in Word, maintain complex spreadsheets in Excel, and proficiently use email and MS Teams.
  • Possess a high-level understanding of the legal and procedural context relevant to the work undertaken.
  • Have a deep understanding of Transport Strategy policies and objectives.
  • Evaluate and develop practices within the section.
  • Contribute positively to cross-divisional working groups by collaborating with teams from various departments and partner organizations to enhance policies and practices.
  • Demonstrate excellent project management skills.
  • Hold a qualification in management and leadership.
  • Have experience managing budgets ranging from £100k to £2m.
  • Possess an excellent understanding of strategic transport and development planning from a highway authority perspective.

Contract Duration: 12 months (likely extension)

Hourly Rate: £25+ per hour (Umbrella)

Commencement Date: October 2023

Work Hours: Hybrid! Monday - Friday, 9 am to 5 pm
