The Opportunity

An exciting opportunity has arisen within the Greater South East Energy Hub (GSEEH).

The GSEEH was set up in 2018 and is funded by the Department of Business Energy and Industrial Strategy. The GSEEH covers 11 Local Enterprise Partnerships and 141 local authorities in the south east of England.

Our work encompasses several programmes that reduce carbon and bring social and economic benefit. This includes the administration of the Rural Community Energy Fund and the Green Home Local Authority Delivery Phase 2 programme.

The Greater South East Energy Hub is based within the Business & Skills Energy directorate at the Cambridgeshire and Peterborough Combined Authority.

The Authority was established in March 2017 as a result of powers being devolved to it by Central Government most particularly in regard to securing major developments and improvements in respect of Transport, Housing, Education and Skills across the region with a vision to make Cambridgeshire and Peterborough the leading place in the world to learn, live and work.

The Supply Chain Engagement Officer will lead on the development of the retrofit supply chain across the Greater South East Energy Hub to deliver home energy efficiency retrofit at scale to meet net zero and fuel poverty alleviation targets.

The role holder will create and maintain a register of suppliers and manufacturers and then lead on mapping and monitoring supply chain growth.  A key aspect of this role will be to support the Programme Manager in delivering against the project requirements as agreed by the Department for Business Energy & Industrial Strategy (BEIS) and as overseen by the eleven Local Enterprise Partnerships.

The Role        

  • To establish relationships with local and regional business support and economic development organisations to engage the existing and potential retrofit supply chain.
  • To map and monitor supply chain (installer, PAS 2035 roles) and manufacturing capacity and growth, creating a register of suppliers and manufacturers in the region.
  • To input into the development of a strategy for regional supply chain growth lead by the Programme Manager and CPCA Procurement lead.
  • Work closely with Managing Agents (delivery organisations) to understand the pipeline coming forward and to focus supply chain growth to meet demand.
  • To work with CPCA procurement team to identify gaps in the market around goods, works and services as needed to deliver the Programme and then organise events to promote opportunities for market growth.
  •   Provide in depth analysis of supplier performance, using qualitative and quantitative methods in order to make firm recommendations to senior stakeholders that will influence the future procurement approach.
  •   To hold regular performance management meetings with Managing Agents to analyse supplier performance, and feed back into the CPCA installer Dynamic Purchasing System to inform quality performance. Summarise supplier performance to Programme Manager.
  • Coach and mentor team members in relation to Supply Chain pertaining to the areas of responsibility managed by the Programme Manager. Contribute to appraisals where appropriate.
  • Support suppliers to get public sector ready with regards to training, accreditation and insurance
  • Ensuring robust processes adhered to.
  • Being first point of contact for suppliers being interested in this programme and providing ad-hoc advice.

Skills & Experience required

  • Experience in Supplier Relationship Management (public or private sector) in particular, around growing the supply chain.
  • Experience organising supplier engagement events.
  • Experience in data analysis, reporting and presentation with regards to supply chain and resource availability/ capacity
  • Proven experience of working successfully to tight and demanding timescales in the delivery of programmes and projects is highly desirable
  • Knowledge of Public Sector is highly desirable
  • Previous experience and involvement in the procurement of property maintenance/ improvements is highly desirable
