BASIC FUNCTION:

Reporting to the Assistant Vice President, Office of Contractor & Supplier , the Procurement Compliance Manager will assist with developing and monitoring Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) participation goals and maximizing program compliance for procurement projects. The Procurement Compliance Manager will also assist with refining and managing MWBE and SDVOB reporting and tracking systems, as well as preparing required reports for ESD procurements.


WORK PERFORMED:

  • Lead development, implementation, and performance monitoring of MWBE policies, goals, and compliance standards across procurement operations within OCSD.
  • Review procurement documents including sequences and requisitions for appropriate board .
  • Conduct compliance audits, risk assessments, and post-award reviews to confirm contractor commitment to MWBE and SDVOB participation goals.
  • Provide guidance and technical assistance to contractors, MWBE firms, procurement staff, and internal program stakeholders.
  • Facilitate training and workshops on MWBE compliance, procurement processes, and regulatory requirements.
  • Foster a culture of accountability, , and excellence in compliance monitoring practices.
  • Manage MWBE and SDVOB utilization for multiple high-profile projects, tracking compliance on NYS Executive Law Article 15­A and Veterans’ Services Law Article 3.
  • Review procurements and contract documents to ensure that applicable MWBE and SDVOB provisions and relevant requirements are accurately included.
  • Present and participate in panel discussions, workshops and other activities at conferences and events.
  • Analyze, recommend, and update internal MWBE and SDVOB compliance and business processes, as necessary.
  • Assist with quarterly and annual contract compliance reports and other procurement reports, as necessary.
  • Host business development industry events in support of ESD’s mission to promote a vigorous and growing economy by targeting business sectors that will increase participation with diverse contractors and grantees.
  • Provide support to the Director of the Office of Contractor & Supplier and AVP of the Office of Contractor & Supplier on MWBE and SDVOB marketing, outreach, compliance, and project management oversight, as necessary.
  • Ensure adherence to and best practices and provide the highest standard of customer service to all stakeholders, while providing individualized technical assistance.
  • Participate in weekly, monthly and quarterly office, interdepartmental and division-wide meetings and/or webinars; and,
  • Complete projects, tasks and other duties as assigned by the Assistance Vice President and/or Director of Contractor & Supplier .

MINIMUM REQUIREMENTS:

Education Level required: Bachelor’s Degree, Master’s degree .

Experience required: 3-6 years of relevant experience, preferably within state government, including areas such as MWBE, SDVOB, contract administration, regulatory compliance, project management, grant administration, and/or construction. Strong experience in contract compliance/procurement, and financial auditing is . At least 2 years of the required experience working directly with MWBE and SDVOB programs in a state government environment, with a specific focus on contracts and/or procurements is highly desired.

Knowledge required: Advanced proficiency in Microsoft Office and using contract and data management systems. Strong analytical and problem-solving abilities with attention to detail. Excellent interpersonal skills and outstanding oral and written communication skills are required.
