Summary

 

Under the general direction of the Senior Director of Facility Services, the primary purpose of this position is to provide a high level of compliance and administrative support and assistance to the Facility Services department to accomplish its primary goal of maintaining all HACP-owned and managed assets in the City of Pittsburgh. It is a very fluid and dynamic division, and the selected candidate will be working in a team environment with highly motivated and dedicated staff. The highly skilled administrative professional will complete ongoing assignments, such as monitoring and reporting on the department's compliance with key performance indicators coordinating meetings with stakeholders when necessary, and establishing, organizing, and maintaining department files and records, as well as any special projects that arise. The incumbent will possess the ability to handle confidential and sensitive information, communicate with individuals at various levels within and on behalf of the organization, navigate within the Authority’s structure to solve problems, multi-task to achieve results, and progressively assume responsibilities. All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals, and objectives.

 

Essential Duties and Responsibilities

B . Compliance Duties

 

  • Acquire in-depth knowledge of HACP and HUD guidelines, policies and procedures.

  • Acquire in-depth knowledge of reasonable accommodation guidelines.

  • Acquire in-depth knowledge of agency, state, and federal code requirements.

  • Prepare and assist in preparing routine reports including but not limited to executive reports.

  • Manage and maintain the administrative NSPIRE responsibilities assigned to Facility Services: ensure the accuracy and timely mailing of resident notices, obtain deficiency reports, ensure work order completion within the required timeline, upload work orders and update the NSPIRE website, create and maintain an annual inspection log, and track work orders related to NSPIRE to ensure compliance with HUD rules and regulations.

  • Monitor various key performance indicator reports. Identify deficiencies and work with the Senior Project Managers to ensure departmental compliance with Agency/HUD standards. Reports include but are not limited to open work order reports, emergency work order reports, reasonable accommodation report, and vacant unit report.

  • Manage and maintain various logs including but not limited to Health citation, 311, and PLI logs

  • Coordinate with department staff, other departments, and auditors to allow for the timely completion of periodic and annual audits.

  • Review various office procedures and transactions to ensure compliance with agency standard operating procedures and local, state, and federal government requirements and regulations.

  • Prepares and maintains organized compliance logs with appropriate documentation. 

  • Analyze data and create reports identifying deficiencies and trends. Provide recommendations to cure.

  • Perform monthly site visits to verify a representative sample of completed work orders of the Low Income Public Housing (LIPH) program.
  • Perform quality control inspections for the HCV department as requested.
  • Analyze relevant data and prepare detailed reports with findings and recommendations.

 

 

C. Other Responsibilities

 

  • Provide input to program efficiencies sharing recommendations for improvement based upon industry standards.

  • Coordinates special projects and programs as directed.

  • Assists departmental staff in carrying out assignments as directed.

  • Manage and maintain the cleaning schedule at 201

  • Performs other related duties as assigned.

 

Education and/or Experience 

 

High School diploma and a minimum of 2-3 years’ experience working in a capacity. 

 

 

Technical Skills

 

 

To perform this job successfully, the employee should be highly skilled in administrative office technology, possessing advanced capabilities including but not limited to the use of technological innovations for the office, varying types of efficiency and productivity business devices, Microsoft Office Suite desktop applications, Google Chrome applications, scheduling programs, Enterprise Content Management software, Adobe Acrobat desktop applications, Human Capital Management software, Multifunction document systems, and electronic file management applications. Must have the ability to learn other equipment, software, and programs as required.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
