Summary
The State of Michigan is seeking a highly skilled Project Manager 3 / Senior Scrum Master to support the Department of Technology, Management, and Budget (DTMB) and the Michigan Department of Health and Human Services (MDHHS). This role will serve as the Scrum Master for the MDHHS Accounts Receivable and Collections (ARC) Project, a complex, enterprise-level financial solution. The Scrum Master will coach Agile teams, facilitate all Scrum ceremonies, remove impediments, support cross-team alignment, and foster continuous improvement. This role requires strong leadership, exceptional communication skills, and the ability to operate effectively across engineering, QA, product, architecture, compliance, and operations teams.
Responsibilities
Serve as Scrum Master for the MDHHS ARC project, coaching Agile teams on Scrum values, practices, and continuous improvement.
Facilitate all Scrum ceremonies including Sprint Planning, Daily Scrum, Backlog Refinement, Reviews, and Retrospectives.
Protect teams from external interruptions and ensure a productive, focused work environment.
Identify, track, and remove impediments while managing cross-team dependencies.
Partner with Product Owners on backlog refinement, story decomposition, estimation, and prioritization.
Drive delivery forecasting, transparency, and predictability through Agile metrics, burn-up charts, dashboards, and KPI reporting.
Support Agile best practices across a multi-team or scaled Agile environment, including alignment between Agile and non-Agile teams.
Collaborate with engineering, QA, architecture, compliance, and operations on coordinated releases and integration workflows.
Ensure adherence to SDLC, secure development practices, and modern DevOps principles.
Support teams working on integration-heavy, API-driven, and data-centric systems.
Promote collaboration, healthy team dynamics, and continuous improvement culture.
Contribute to Agile governance, centers of excellence, or process standardization efforts as needed.
Qualifications
7+ years of experience as a Scrum Master in Agile software development environments.
Proven experience with enterprise-level financial or debt management software.
Advanced knowledge of Scrum, Kanban, and Scaled Agile (SAFe, Nexus, LeSS, etc.).
Strong understanding of SDLC, secure application development (SADLC), and DevOps.
Experience facilitating all Agile ceremonies and coaching teams on best practices.
Ability to remove impediments, negotiate dependencies, and work across cross-functional teams.
Hands-on experience with Agile tools: Azure DevOps, Jira, Rally, VersionOne, or similar.
Experience supporting integration-heavy, API-driven, or data-centric systems.
Strong understanding of regulatory/security requirements (PCI, SOC, FFIEC, CFPB, etc.).
Excellent communication, facilitation, stakeholder management, and conflict-resolution skills.
Ability to lead multiple Agile teams or operate within a large-scale Agile program.
Experience in cloud-first environments (Azure, AWS, or GCP).
Qualifications
Certifications: SAFe SSM, SASM, CSM, PSM I/II, ICP-ACC, or equivalent.
Experience with:
Debt collection or servicing systems
Payment processing workflows
Financial case management platforms
Understanding of user-centered design, accessibility, and customer journey mapping.
Experience supporting QA processes: regression, UAT, and post-deployment validation.
Ability to facilitate technical discussions, backlog elaboration, and dependency alignment.
Experience contributing to Agile Centers of Excellence or process governance initiatives.
