Position Summary:
The Program Manager shall perform all duties associated with the management of any assigned information technology programs. The Program manager will lead the design, development, implementation and transition to production of the information system. Develop accurate and executable project plans, schedules, milestones and estimates in coordination with the V.P., and division program managers. Create and maintain the integrated master project schedule and the project plan. Develop and manage the project budgets. Establish project communication plans and interface with project stakeholders at all levels. Ensure system quality and conformance to AAMVA’s published standards. Coordinate and direct the activities of all supporting project teams. Coordinate with division program managers to engage external stakeholder working groups to identify and socialize new requirements and facilitate the development of new program specifications. Ability to create and manipulate project deliverables, technical documents and presentations using the MS Office Suite, MS Project and MS Visio.
Essential Duties and Responsibilities:
Project Coordination (50%)
In coordination with the V.P. and the appropriate division program managers, develop projects’ plans, estimates and proposals. Monitor project progress, deliverables, quality assurance, and customer service. Report status to management and to project’s stakeholders. Identify and resolve risks that impact project completion. Coordinate planning, development, testing, documentation, and installation of system to ensure timely deliverables, project success and quality.
Budget Monitoring (30%)
Develop project detailed budgets and monitor project spending. Perform necessary budget corrections in coordination with department managers and Program managers. Interface with Finance Division to review and approve project invoices.
PMO procedure and Agile Practices (20%)
Follow AAMVA’s published project management procedures. Participate in project debriefings to analyze lessons learned and provide recommendations for improvement. Develop and maintain Agile practices and artifact templates. Participate in staff training activities and mentoring as they relate to Agile practices.

QUALIFICATIONS
Formal Education:
Bachelor’s degree from an accredited institution, preferably in computer science and/or business administration or equivalent professional experience.
Knowledge, Skills and Abilities Required:
- Minimum of five years experience in the Information Technology field with minimum three years experience in managing large Information Technology Projects.
- Experience in interfacing with external project stakeholders in the private sector and within state and federal governments.
- Supervisory and contract management experience.
- Experience in agile practices.
- Strong leadership as well as verbal and written communication skills.
- Ability to travel frequently and on short notice.
This position can be a remote work environment anywhere in North America, requiring the employee to be disciplined and able to work independently and effectively manage a remote workforce.
