Foreign Trade Policy Analyst – Global Fisheries & Marine Resource Management
Silver Spring, MD
This position is based in Silver Spring with some flexibility for an approved hybrid/remote work schedule. Some domestic and international travel may be required.

As a Foreign Trade Policy Analyst, you will be on the front lines of implementing U.S. trade regulations designed to protect our oceans and ensure fair international trade. You will serve as a crucial link between complex federal policy and the global seafood industry, providing the guidance and support necessary to make these vital programs successful. This is a unique opportunity to apply your skills in policy, science, and communication to a role with a tangible impact on global conservation and U.S. economic interests.
Key Responsibilities
Your primary role is to facilitate the successful implementation and industry compliance of U.S. seafood trade programs. You will be an expert resource for internal and external partners.
- Stakeholder Guidance & Support: Serve as a primary resource for the seafood industry, providing expert guidance to ensure compliance with U.S. trade monitoring requirements.
- Public Inquiry Response: Act as a first point of contact for public stakeholders, responding to technical inquiries via dedicated support channels to troubleshoot import clearance issues and gather valuable feedback.
- Compliance Resource Development: Develop clear and effective compliance materials, guides, websites, and other resources to help domestic and international partners understand and adhere to program requirements.
- Outreach & Education: Organize and lead stakeholder outreach efforts, including workshops, webinars, and informational calls designed to educate and support the regulated community.
- Data Systems Management: Learn and utilize key NMFS databases that support trade data analysis and compliance, such as the International Trade Data System (ITDS) and the Global Seafood Data System (GSDS).
- Program Implementation: Provide versatile support across various trade monitoring initiatives, including the Antarctic Marine Living Resources Program, the Highly Migratory Species International Trade Program, and the Tuna Tracking and Verification Program.
Required Qualifications
- Education: A Bachelor’s degree in Marine Science, Environmental Policy, International Trade, Public Policy, or a closely related field is required.
- Experience & Knowledge: You must have a demonstrated academic background and/or professional experience in natural resource policy or management. A specific focus on fisheries, the complexities of Illegal, Unreported, and Unregulated (IUU) fishing, and seafood supply chains is strongly .
- Writing Skills: Excellent professional writing skills with the proven ability to interpret and explain complex technical and regulatory concepts in clear, accessible plain .
- Communication Skills: Exceptional interpersonal and communication skills, with a customer service and the ability to work well with diverse domestic and international stakeholders.
- Technical Proficiency: High proficiency with the MS Office Suite (Word, Excel, PowerPoint) and Google Workspace (Gmail, Google Docs, Sheets).
Qualifications
- Professional proficiency in one or more non-English is but not required.
