Innovative Reasoning, LLC is recruiting an experienced Operations Analyst in support of the Marine Corps Combat Development and Integration (CD&I). As an Operations Analyst II, you will conduct research and analysis to reach defensible solutions and recommended COAs, develop well-written analyses and inform decision making products. Provide presentations and briefing at all echelons of government and DOD. Solve complex technical problems using technical, data-driven information combined with strategic concept and research analysis utilizing data software systems. Participate in analyses, assessments, and workshops that integrate technical, operational, and programmatic of all stakeholders.

Responsibilities/Duties:

  • Coordinate with multiple, non-matrixed stakeholders to gather essential data and insights.
  • Interface with key stakeholders
  • Apply experience to contribute to effective collaboration and coordination.
  • Leverage experience and familiarity to drive data collection and analysis.
  • Utilize your strong communication skills to read, write, and communicate professionally and effectively and effectively interact across the civilian and military spectrum, from Action Officers to General and Flag Officers.
  • Work collaboratively within a team to develop comprehensive solutions that align with the organization's objectives.

Supplemental Duties:

  • Maintain a repository of outputs/products.
  • Responsible for all administrative duties resulting from providing support services.
  • Other duties as assigned.

Education/Qualifications and Certifications:

  • Required
    • A Bachelor's degree from an accredited institution and a senior level military course of instruction (e.g. War College graduate).
    • Demonstrated technical and analytical skills, with extensive knowledge in Joint Capabilities Integration and Development Systems including model-based systems engineering, systems acquisitions, business case analysis and technology transitioning and systems fielding and support.
    • Knowledge of common commercial computer applications (Outlook, Microsoft Word, Power Point, Excel, etc.) and peripheral equipment to produce a variety of documents, charts, graphs and briefing materials and devices/equipment/software to collaborate and present information.
  • Desired
    • Knowledge of U.S. military considerations globally
    • Excellent communication skills for professional interaction across various levels of civilian and military personnel.
    • Possession of excellent research, analytic, and writing skills

Experience:

  • 5 years of experience working in similar role
  • Prior Marine Corps command (Battalion or above) or staff (Regiment or above) experience planning and conducting military operations, demonstrated knowledge of the Marine Corps Capabilities Planning process
  • Experienced in identifying critical gaps in capabilities and existing technologies to derive potential solutions.
  • Experience in and understanding of military operations and in conducting in-depth research, analysis, and documentation of analytical findings and conclusions.
  • Experienced in Operational TTPs and technical analysis of Marine Corps and adversary force concepts of operations.

Location: Marine Corps Base Quantico, Virginia and at various contractor, subcontractor, and government facilities and shall include locations outside the continental United States.

Work Environment:

  • The contractor will work in a mixed civilian/military environment.
  • Work conditions can vary from a busy office environment to fieldwork, both subject to frequent interruptions. Additional specific details related to working conditions may be outlined in the Performance Work Statement or Client Contract.
  • May occasionally be required to work non-routine office hours, travel to other locations, or work extended hours in support of training events or exercise.

Physical Demands:

  • Work is generally sedentary; there are times however, especially while supporting exercises where there may be periods of prolonged standing. In addition, there could be a requirement to assist in moving and repositioning computer systems, servers, and other office equipment weighing no more than 50 pounds per person (e.g., two-man lift l00 lbs.). Additional specific details related to physical requirements may be outlined in the Performance Work Statement or Client Contract.
  • Be physically capable of performing all tasks specified in the Performance Work Statement or perspective area of expertise.

Work Schedule: Full time.

License and Other Requirements:

  • Hold a valid US Driver’s License, with ability to operate privately owned, and commercially owned motor vehicles.
  • Must be able to obtain a contractor's common access card, which will stand as identification for instructors and will enable them to access government owned computer equipment and Non-secure Internet Protocol (NIPR).
  • Contractor personnel performing on the task order are subject to travel requirements and shall possess a valid U.S. passport. Live-force experiments and other events may occur anywhere within the CONUS or OCONUS. Contractors shall be prepared to travel to any designated CONUS or OCONUS location worldwide.
  • Maintain annual training requirements for computer network and security access, including, but not limited to, Annual Cyber training and/or derivative classifier training.

Security Clearance: Currently possess an active U.S. Top Secret SCI eligibility/ Access or confirmed eligibility by Central Adjudicating Facility to attain SCI access within 30 days of commencing support, and can obtain a Secure Internet Protocol (SIPR) access token with access to government SIPR computers terminals.

Travel: Travel to other government facilities or other contractor facilities may be required. Travel may be required on weekends and could include CONUS and OCONUS locations. The exact dates and duration of travel will vary dependent upon location and requirements of individual experiments or events including planning, meetings, conferences, or wargames.
