PDF Engineering provides program management, engineering, and construction management services to a variety of public agencies. Our team currently supports the Chicago Department of Water Management (CDWM) Capital Improvement Programs, overseeing inspection of water main installation and street restoration projects.

We are seeking a Construction Engineer Inspector to join our team. The primary responsibility of this position is to provide on-site construction inspection services for CDWM’s water distribution infrastructure program. The role involves daily inspection of water main and/or street restoration work, contractor coordination, and project status reporting.

This position requires frequent communication with the Engineer and various internal and external stakeholders. The Construction Engineer Inspector will assist in resolving construction-related issues by identifying and implementing technical solutions. Strong written and verbal communication skills, along with the ability to maintain thorough documentation of field activities, are essential.

Role Responsibilities:

  • Support pre-construction and construction activities through meetings, communication with stakeholders, and engineering reviews.
  • Perform on-site inspection and documentation of underground utility construction and/or street restoration as an Owner’s representative.
  • Ensure compliance with construction plans, specifications, standards and permit requirements.
  • Prepare and maintain accurate documentation including construction field books, daily reports, quantity records, as-built records, and generate punch lists.
  • Create and manage work orders in the CDWM program database and assist with status tracking.
  • Coordinate with contractors and project stakeholders to support project success and address technical issues as they arise.
  • Confirm material installations align with approved submittals/shop drawings.
  • Advocate for site safety and interface with City officials, and CDWM staff.
  • Certify project completion and support close-out activities.
  • Verify construction quantities and supporting documentation to process contractor payment requests.

Necessary Abilities and Skills:

  • Construction experience with utility infrastructure projects is required; additional experience with water main and/or street restoration is .
  • Excellent written and verbal communication skills.
  • Ability to engage proactively and communicate clearly with project teams.
  • Ability to work effectively in a fast-paced environment and adapt to changing conditions.
  • Proficiency in Microsoft Office applications (Word, Excel, Outlook, Windows).
  • Required ability to commute to and from multiple construction sites.

Professional Qualifications:

  • B.S. Civil Engineering w/0 to 10+ Years of Experience or
  • A.S., A.A. or B.S. Construction Management w/2 to 15+ Years of Experience.
  • Seniority Level: Entry, Intermediate, based on prior experience.
  • Engineer-in-Training (EIT) certification or Illinois Professional Engineer (PE) license.
  • 2+ years of experience in water/wastewater or transportation engineering/construction, and/or general civil engineering/construction for public infrastructure design and construction.
