Job DescriptionJob Description

The Bilateral Operational Planning Analyst supports USMC bilateral operational planning efforts between MARCENT and partner nations to strengthen interoperability and collective security. This role participates in developing bilateral plans and agreements, analyzes partner-nation interoperability requirements, drafts planning documents, and coordinates with partner militaries during working groups and exercises. With 5–10 years of joint and service-level planning experience, and expertise in bilateral and multilateral contingency planning, the analyst also provides assessments, briefs, strategic guidance, and in-progress reviews. Knowledge of Middle Eastern states, and ethnic groups, and familiarity with U.S. embassy, SDO/DATT, and USLO structures further enable the analyst to strengthen partner-nation cooperation. By combining operational planning expertise with regional knowledge, the Bilateral Operational Planning Analyst enhances MARCENT’s ability to build interoperability and sustain strategic partnerships. ***THIS EMPLOYMENT IS CONTINGENT UPON CONTRACT AWARD***


Responsibilities/Duties:

- Participate in development of bilateral plans and agreements.

- Analyze partner-nation interoperability requirements and identify challenges.

- Draft planning documents and provide recommendations to leadership.

- Coordinate with partner militaries during bilateral working groups and exercises.

- Support development of bilateral and multilateral contingency plans.

- Prepare assessments, briefs, and papers for leadership review.

- Provide strategic guidance and in-progress reviews to MARCENT planners.

- Incorporate regional understanding into bilateral planning efforts.


Supplemental Duties:

- Assist in developing SOPs for bilateral planning processes.

- Contribute to lessons learned and best practices documentation for bilateral and multilateral engagements.

- Support training and mentorship of MARCENT personnel engaged in partner-nation planning efforts.


Administrative Duties:

- Maintain compliance with MARCENT administrative procedures and reporting requirements.

- Ensure bilateral planning documentation is archived according to records management standards.


Supervisory Responsibilities:

None.


Education/Experience/Qualification:

- Bachelor’s Degree in International Relations, Security Studies, or related field required.

- 5-7 years of joint or multinational operational planning experience.

- Experience in bilateral and multilateral contingency planning.

- Proven ability to prepare assessments, briefs, and strategic planning documents.

- Knowledge of Middle Eastern states, religions, and ethnic groups.

- Familiarity with U.S. embassies, SDO/DATT, and USLO structures.

- TS/SCI clearance required.


Additional Skills:

- Strong analytical skills to identify partner-nation interoperability challenges.

- Excellent communication and coordination skills for working with partner militaries.

- Proficiency with Microsoft Office Suite and planning software tools.

- Ability to integrate regional expertise into operational planning processes.


Location:

Primary workplace is MARCENT Headquarters, MacDill Air Force Base, Tampa, Florida.

Work Environment:

Office environment within a joint military/civilian/contractor staff. Includes participation in bilateral working groups and exercises with partner nations.


Physical Demands:

Primarily sedentary office work with extensive computer use. May involve travel to participate in bilateral meetings and exercises.


Work Schedule:

Full-time, 40 hours per week. Monday–Friday, 0800–1600.

May require flexibility for bilateral events and exercises.


License and Other Requirements:

Valid U.S. Driver’s License. Eligibility for issuance of a Common Access Card (CAC).

TS/SCI clearance required.

Travel:

May include CONUS and OCONUS travel to support bilateral planning conferences, working groups, and exercises.
