About the opportunity

Based in Perth, the HSE Manager will provide operational and project support to the Operations Director(s) and the Leadership team in achieving the ECR Australia Strategic HSE goals and ensuring alignment to the Jacobs ECR Global HSE principles, requirements and expectations. You will be responsible for providing specialist HSE management, coordination and advise of safety practices, systems and procedures, monitoring compliance with the safety systems and procedures within the workplace.

Responsibilities include
  • Manage the HSE program for multiple projects and locations and facilitate upon request of adequate staffing and training of the required HSE resources;
  • Serve as a technical resource to provide advice on HSE policies/procedures, and for interpreting regulations and compliance requirements;
  • Support Beyond Zero performance that is inclusive in the region's vision and strategic plans;
  • Directly supervise Site/Project/Program HSE Managers and facilitate contact and reporting within ECR HSE Corporate;
  • Direct involvement in the delivery of projects from an HSE standpoint - field presence and "hand on" support;
  • Provide management and leadership for the HSE group across ECR APAC Region;
  • Recruitment and development of the HSE group across ECR APAC Region;
  • Assist management with their duty to implement all applicable HSE policies and procedures;
  • Advise management and supervisory personnel in safe work practices and supply information required to comply with the applicable HSE policies and procedures;
  • Assist project management in development of the Hazard Assessment Safety Action Plan (HASAP) and ensure it is updated as required;
  • Assist project management in conducting GAP analysis of client, subcontractor safety policies and procedures;
  • Assist project management and participate in contractor prequalification process, pre-bid, pre-award, award and mobilization commitment kickoff meetings;
  • Assist management in determining that employees are properly qualified and trained for job conditions;
  • Develop, distribute, and maintain HSE procedures;
  • Develop, administer and present HSE-related training modules;
  • Initiate accident investigation reports and recommend specific corrective measures;
  • Maintain statistics and metrics, determine performance trends and prepare regular reports to senior management;
  • Accountable for implementing the ECR Strategic HSE Plans and monitoring of the ECR / Jacobs HSE Management System (SMS) for their operations;
  • Make recommendations and advise on HSE regulatory compliance.
  • Provide a review function to ensure compliance with statutory requirements and regional procedures and to assist in building consistency;
  • Provide timely advice and assistance to the key office management team to ensure that continuous improvement strategy is achieved.

About you
  • Diploma / Qualifications in HSE
  • Knowledge of Australian HSE acts, regulations and applicable codes
  • Ability to develop and deliver HSE training and development programs
  • Construction project experience with specific exposure to the Mining & Metal industry
  • Experience with rolling out HSE initiatives and programs in a project and corporate setting
  • Incident investigation and root cause analysis
  • Knowledge of best practice HSE procedures and methodologies
