Essential Responsibilities

• Supports the ITO phase of projects with planning and test procedure development
• Supports the OTR phase of projects for implementation of the commissioning plan and coordination between design engineering, equipment suppliers.
• Carry out a detailed assessment of the work involved in the individual group as well as discipline with respect to the commissioning and assess the available resources and possible constraints in the execution of the same.
• Ensure the development of integrated commissioning plans including the scope of commissioning
activities, duration, interlinked activities, resources required, constraints as well as availability of tools and machinery.
• Oversee the preparation of commissioning schedules based on the quantum of job and duration for each activity as well as prioritize system completion requirements in order to steer construction completion.
• Provide guidance to the Commissioning Engineers in analysing the scope as per contract and battery limit/guarantees as well as ensure the preparation of procedures for systematic and sequential pre-commissioning/commissioning/energization of plant.
• Carry out detailed analysis of plant commissioning, assess the requirements of special tools /temporary/facilities/equipment required for pre-commissioning and commissioning, prepare Equipment/Tools list and initiate procurement.
• Supervise planning, Progress monitoring, cost control and coordination with Customer.
• Prepare manpower organisation to fulfil the commissioning schedule. Coordinate with other departments/ agencies to resolve interface problems.
• Ensure that all safety and precautionary requirements and procedures are followed during the commissioning process.
• Hold regular review meetings with the customer on issues such as EHS conformance and commissioning progress as well as meetings with the vendors to resolve any equipment related problems.
• Provide technical as well as manpower support to customer during initial operations as required by contract project terms.
• Hand over the plant to customer in line with the commissioning schedules and customer requirements.
• Ensure the management of commissioning and start-up preparation home office activities, coordinating with all project discipline as needed.
• Ensure the verification of KPI during the entire project activity.
• Review the performance test procedures and operating manuals prepared by the project engineering leaders.
• Review and/or define the manufacturer/vendor schedule and assignment, concerning the pre-commissioning, commissioning/energization and performance test activities.
• Prepare project execution strategy.
• Able to lead a team of operations personnel and safely operate a plant.
• Prepare and implement commissioning safety procedure such as LOTO, PTW, etc.
• Responsible for conducting safely and successfully plant SAT and performance testing.
• Enforce commissioning PTW system and commissioning controlled areas.
• Identify requirements and scope of work, review specifications, drawings and other documents of the project and establish applicability to the scope of work.
• Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.
• Attend and provide input at drawings review, operability and constructability reviews, spare parts order, specialist services and model review.
• Responsible to discuss and get the approval of Pre-Commissioning, Commissioning and Operations
• procedures from Customer.
• Coordinate with projects and planning departments on schedule related issue.
• Provide necessary inputs to commissioning proposals at the bidding stage.
• Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same.

Role Summary/Purpose

The Commissioning Manager is responsible for the implementation of the pre-commissioning and commissioning plan and scope of work.
The Commissioning Manager will coordinate with home office design engineering and supplier engineering to develop test plans to support the sequence of commissioning for project in accordance with the overall targets (Safety, Quality, Cost and Delivery) as defined for the Project and in line with the technical specification of the Contract.

Qualifications/Requirements

• Bachelor of science degree in electrical or equivalent
• minimum 10 years electrical or mechanical engineering/commissioning experience
• Background in Building Services, electrical works and commissioning
• Site commissioning experience
• Prior experience in substation/switchyard commissioning
• Organizational, program development and planning mind set
• Experience on people management

• Ability to review contractual documents and identify project requirements and constraints / risks.
• Ability to lead subcontractor for the safe execution of Pre-Commissioning / Commissioning activities in line with the schedule.
• Ability to lead a team of engineers/supervisors for the execution of pre-commissionig, commissioning and start-up activities.
Be continually present on the field to guarantee the quality and progress of the work.
• Identify system/sub-system priorities and guide contraction to follow the same.
• Track and record contractual deviations by customer/sub-contractor for claims.
• Ability to control execution cost and resources within budgeted cost.
• Prepare integrated schedule with construction activities.
• Prepare the Quality Control Plans for pre-commissioning/commissioning activities.
• Review and approve system/sub-system limits and turnover philosophy.
• Review reports generated by Commissioning Engineers and provide support and technical guidance as and when required.
• Carry out any other duties as and when required by direct supervisor.
