We are looking to recruit three Community Liaison Officers to undertake consultation on Devon Highways schemes from design stages through to programming. You will be working with our client Devon County Council at three of their locations; Barnstaple, Exeter and Kingsteignton and form an integral part of their Neighbourhood office teams.

*These positions are being offered on a 12 month FTC*


Job Purpose

  • To undertake consultation on allocated Devon Highways schemes from design stage through to programming.
  • Main duties and responsibilities:
  • Undertake consultation with key stakeholders as part of the design process for all high and medium impact schemes identified by the Client or Designer, in accordance with the consultation matrix.
  • Where required engage with County Council Media and Public Relations Team, and for high impact schemes arrange web site publicity
  • At the scheme programming stage work alongside Contractor's programming staff to arrange required consultations in advance of application for Temporary Traffic Order Road Closures for Devon Highways schemes.
  • Assist where required to process Contractor's applications for Temporary Traffic Order Road Closures for Devon Highways schemes.
  • Hand over consultation history and information to Contractor at delivery stage.
  • Investigate customer complaints related to Contractor's works delivery on behalf of the County Council, and ensure a timely response is provided to the customer

Essential Criteria

  • Good organisational and time management skills, able to prioritise work
  • Excellent customer service skills, experience in resolving non-complex complaints with difficult customers, confident in difficult situations
  • A good record keeper with administrative and management skills
  • Good communication skills and an ability to translate technical detail into layperson's language
  • Able to work well as part of a team
  • Able to act on own initiative and develop creative solutions, good decision maker
  • IT literate - emails, word processing, spreadsheets and databases
  • Minimum Level 3 qualification
  • Able to carry out the duties of the post with reasonable adjustments where necessary
  • Full driving licence - the post holder would drive a Devon County Council vehicle as part of their duties

Desirable Criteria

  • Awareness of budget and funding management
  • Previous experience in highways or traffic work
  • An understanding of the role and responsibilities of a Highway Traffic Authority
  • Knowledge of CDM, Traffic Management Act
  • Ability to identify highways problems and possible solutions
  • Experience in resolving complex complaints with difficult customers
  • Good technical letter/report writer
  • Competent to draft written responses to complex or sensitive enquiries
  • Capable of giving application presentations to small groups eg Parish Councils
  • Chapter 8 qualified and able to apply complex situations
  • Health and Safety competency or qualification
  • HNC or equivalent in Civil Engineering
