Reporting to the Head of SCADA Engineering, the Lead Project Engineering Manager (LPEM) will oversee the project engineering of all projects across the RA CIS SCADA business. The LPEM provides project engineering team leadership to ensure projects are to the required quality and safety standards and to project timescales. The LPEM allocates work packages to the Project Engineering team, who then will be responsible for delivery through allocated project resource. The LPEM is responsible for management of performance and the development of the Project Engineering team. The LPEM is also responsible for ensuring all Project Engineering procedures and tools are deployed consistently across the project portfolio as well as ensuring Technical and Engineering Standards are complied with. The LPEM may also carry out Project Engineering works as required. The LPEM will ensure that Engineering Safety Risk is managed effectively throughout the delivery of project engineering works. Key Responsibilities
  • Manage the RA CIS SCADA portfolio of project engineering work-packages across all projects Allocation of Project Engineering resources to projects for the preparation of engineering plans, specifications, designs, implementation, test, delivery and commissioning to ensure these are delivered to time, quality, and cost parameters agreed with the Project Manager.
  • Participate in and monitor the planning and progress of works in relation to timeline and budget and ensure that the development, design, implementation, construction and testing requirements are met and effect remedial action when required.
  • Prepare and maintain resource schedules for systems delivery to identify resource requirements needed to meet short and long term engineering demands. Identify surplus / shortfall in engineering staff (quality and competency) for the Systems Delivery Engineering Manager to maximise resource utilisation and efficiency.
  • Work with the Head of SCADA Engineering to achieve efficiencies in project engineering while fostering engineering excellence, by promoting consistent design practices and the identification/adoption of new processes tools and methods of working.
  • Maintain a continuous communication with contractors and customers in the development and implementation of projects to ensure a uniformity of purpose and common targets.
  • Champions, sponsors and participates in continuous improvement via proactive Continuous Improvement and Lean initiatives
  • Consistent implementation of company engineering standards and processes as determined by the business.
  • Measurement of Project Engineering performance against metrics agreed with Head of SCADA Engineering.
  • Conduct regular performance appraisal of staff and manage their performance.
  • Provide estimates for project engineering activities for tenders with regard to resources, plans, technology, risk and process.
  • Act as mentor to the engineering community and promote personal development via Continuous Professional Development and Personal Development Plans, as per the 4Success process.

  • Discharge safety responsibilities in relation to Engineering Safety, CDM Regulations, Health and Safety legislation, Company procedures including development of the project Safety Plan.
  • Act in the role of Contractors' Responsible Engineer as directed.
  • Maintain and develop good relationships with internal and external customers, industry associations, suppliers and Siemens business partners
  • Preparation, justification, negotiation and management of Cost Centre budgets
  • Perform duties as directed by senior management from time to time
What do I need to qualify for this role?
Essential Competencies
  • Confident and competent leader and manager of small to large multidisciplinary teams.
  • Established professional status within rail and control systems industries; will have significant experience of engineering delivery in the UK. Experience of overseas engineering delivery and/or SISS, Traction Power SCADA, Asset Management a distinct advantage.
  • Commercially aware - able to forecast and manage resource utilisation and costs.
  • Safety culture aware - to be able to influence and develop an existing safety culture to latest generation thinking and practice.
  • Supportive of a consistent companywide approach to continuous improvement.
  • Strong leadership qualities including personal drive, persuasive communication skills, enthusiasm and support for company goals.
  • A broad base of Engineering skills, experiences, knowledge and competencies covering the full engineering lifecycle, together with the requisite personal characteristics, to take responsibility for facilitating cross disciplinary Engineering activity in complex, innovative and commercially challenging environments.
  • Previous experience in Systems Engineering, Project Engineering and Design of safety related real-time systems, test and installation environments.
  • Strong and effective communicator at all levels within the Business - and in front of new and existing customers - both internal and external.
  • Demonstrates an ability to work in an environment where calculated risk taking is necessary.
  • Must be willing to fill gaps in own knowledge and experience through taking a pro-active approach to learning, and seeking information from within and outside the company.
