Reports To:
The Consultant will report to the Procurement lead or lead Framework Manager on the commission
Job Summary:
Experienced procurement professional, to assist in the provision of specialist expert procurement advice to public and private sector clients across the Infrastructure sector.

Assist the client project teams, advising and delivering contract and procurement services for both pre and post contract stages.

Actively contribute to the development and delivery of a full range of servces including strategy, tendering, market analysis, benchmarking, negotiation, evaluation and contract drafting.

The individual is required to work on their own initiative as well as part of a commission team, whilst contributing to the wider business targets. Strong stakeholder and communication skills, agility to work in varying roles at various stages of the lifecycle whilst conducting oneself in a professional manner are vital to the role.
Education/Experience:

• +5 years of relevant procurement experience (Senior only)

• A recognised university degree (not essential)

• Membership in relevant professional organisations/Or working towards (MCIPS)
Skills and Qualifications:

• Category Manager, Supply Chain Manager, Procurement Manager.

• Experienced in leading significant procurement projects and planning for contractual transitions.

• Support the development of specifications and be able to support and lead procurement projects including tendering process through to leading tender evaluation and contract award.

• Be able to work as part of a high performing procurement team, supporting complex tendering activity.

• Ability to provide direction and guidance to more junior team members.

• OJEU directive experience desirable.

• Effectively manage debriefing of suppliers liaising with legal advisers where necessary.

• Understand the role of contract management and work closely with stakeholders to manage contracts and ensure delivery of value for money.

• Experience in writing negotiation strategies and be able to execute successfully.

• Be able to advise on various procurement and contracting routes, including the benefits of collaboration.

• Be able to demonstrate energy, a strong commitment to the programme, and be confident in cross selling our service offering.

• Need to be able to demonstrate strong attention to detail, provide pragmatic solutions for consideration.
Key elements: (You may be required to perform other duties as assigned that are not outlined in the Position Description)
• Solid experience and understanding of the full end-to-end strategic procurement process, including sourcing and tendering, exit and entry strategies, and supplier management and negotiation.

• Proven track record in the delivery of complex procurement projects particularly using competitive dialogue and/or the negotiated procedure, including experience in undertaking procurement transformation projects or programmes in a variety of sectors.

• Strong procurement strategy development skills.

• An ability to translate delivery and organisational requirements into clear contractual terms and specifications.

• Experience at operating within complex stakeholder environments with demonstrated procurement credibility.

• Demonstrates ability in the compilation, negotiation and ongoing management of contracts.

• Strong analytical and investigative skills.

• Strong interpersonal & stakeholder management skills.

• Excellent report writing, written and presentation skills.

• Strong decision making and problem solving skills.
