Job Overview:

Reporting to Director of Supply Chain, responsible for management of P-Card program from Supply Chain standpoint. Includes P-Card vendor/contract management, policy development, and administration including internal training/cardholder support. This insures designated items per defined policy are purchased with P-Card, and when required, facilitation to shift other higher value, recurring transactions to Purchase Order process. Working cross functionally with Finance and Audit as well as Supply Chain leaders from other business units, P-Card Manager will refine the P-Card process to balance best practice of increased visibility of P-Card spend breakout and related leveraged spend of items under contract with benefit of Rebate/Cost per transaction/Cycle time/Process Simplification.

Key Responsibilities/Accountabilities:
  • Manage P-Card program from Supply Chain standpoint
  • Manage implementation of new P-Card platform with vendor and internal stakeholders
  • Interact and manage P-Card vendors and associated contract to maximize value and avoid penalties. Renegotiate contract as required.
  • Insure only designated items per defined policy are purchased with P-Card. When required, facilitate shift to Purchase Order.
  • Manage P-card enrollment process including application, approval, order, card issue, limit increase/decrease, deactivation.
  • Manage P-Card training and cardholder support including cardholder inquiries, dispute charges/resolution
  • Track and report total spend and breakout of same as well as input into spend analytics tool
  • Track and report rebate and as well as allocation
  • Manage 1 P-Card Administrator (onsite), and one P-Card Analyst (offsite).
  • As needed on limited basis, execute P-Card Administrator duties

Basic Qualifications:
  • Four year College Degree in Business related field (Supply Chain, Finance, Accounting)
  • 4-6 years' experience managing Global P-Card program with a major corporation including:
    • Experience working with P-Card vendors and associated systems
    • Experience working with Federal versions of P-Card systems
  • Familiarity and ability to track Cost per transaction, Cycle time, and Process Simplification as related to P-Card metrics
  • Certified Fraud Examiner or similar experience
  • 4-6 years' experience with Federal P-Card Program
  • 4-6 years' experience managing at least one direct report outside U.S.
  • Advanced spreadsheet capabilities including converting raw data to summary dashboard format
  • Houston based
  • 4-6 years P-Card experience working with Finance, Accounting, Supply Chain, and Audit
  • Experience working with global teams
  • Basic background in Procure to Pay process
  • Experience defining, implementing, and managing P-Card program
