The challenge?  Ensure client satisfaction by helping programmatically deliver the flood mitigation infrastructure planned for the Fargo, North Dakota and Moorhead, Minnesota area.

The Fargo-Moorhead (FM) Diversion Authority has entrusted CH2M with program management of the largest infrastructure project in the history of the region, the FM Diversion Project. The project will reduce flood risk to Fargo, North Dakota, and Moorhead, Minnesota, by controlling and rerouting extreme flows of the Red River of the North. The project's estimated installed cost is $2.2 billion and has a target completion date of 2024. The key features of the project are a 36-mile long diversion channel and a low-level earth dam with associated infrastructure. The project includes planning, design and construction of the diversion dam and channel, new levees, pump stations, aqueducts, and the relocation of existing interstate, state and local highways, railroads and utilities. Additionally, the work requires the acquisition of land and easements for over 1,300 separate parcels.

The FM Diversion Project is being delivered through a unique "split delivery" approach. The US Army Corps of Engineers (USACE), as the federal sponsor of the project, will lead the design and delivery of the diversion dam (officially known as the Southern Embankment). The FM Diversion Authority, representing the local sponsors, will develop the balance of the work, including the diversion channel and all associated infrastructure. The FM Diversion Authority has elected to deliver their portion of the project through an innovative Public Private Partnership (P3) model, making it one of the largest P3 infrastructure projects in the USA and the first USACE-sponsored P3. The FM Diversion Project is a true world-class program, and now is an exciting time for the CH2M Fargo delivery team. USACE is scheduled to begin construction on the Southern Embankment this autumn. The FM Diversion Authority has issued an RFQ for P3 firms, and expects to issue an RFP for shortlisted P3 firms in late 2016.

The Deputy Program Manager will be responsible for developing and implementing program strategy, directing our program staff in the day-to-day operations of the program, and achieving program goals. This is an excellent opportunity for career development through immersion into program management on one of CH2M's most exciting and visible projects. The Deputy Program Manager will report directly to the Program Manager and will be involved with managing all aspects of the program's delivery, including but not limited to:
  • Program Strategy, Goals and Metrics
  • Program Risk Management
  • Program Financial Performance
  • Program Controls and Reporting
  • Lands and Rights of Way Acquisition
  • Permitting and Environmental Compliance
  • Technical Support Management
  • Construction Management
  • Client and Stakeholder Engagement

As the Fargo Deputy Program Manager, you will be expected to:

  • Work with the Program Manager to successfully deliver the program to the satisfaction of the client and key stakeholders.
  • Meet CH2M's business and policy expectations in the areas of health and safety, quality, financial, program delivery, and risk management.
  • Be a team builder to motivate, support, and guide staff to successfully perform their roles, improve their skills, and act as an integral member of the entire program management team.
  • Build and maintain networks within CH2M including people and resources such as the program management community of practice to support the program, staff, and yourself.
  • Demonstrate leadership by example with integrity and candor

The minimum qualifications for this position are:
  • 10 years progressively responsible Program Management experience
  • A strong understanding of program delivery tools and metrics
  • Proven history leading and managing significant portions of major program and project teams to successfully meet client expectations.
  • Excellent oral and written communications, self-motivation, team-oriented work practices, strong data analysis and technical problem solving, and a strong organizational approach.
  • Adept at interpersonal relationship-building, conflict resolution, leading diverse teams
  • Significant experience developing and managing scope of work and budgets of major capital projects and/or mega-projects.

Candidates should be willing to relocate to Fargo, North Dakota, for the duration of the assignment.
