General Description
Senior Estimating Manager located in Jacobs' home office in Houston, TX. Position provides interface with numerous departments and management personnel. Requires a broad knowledge of engineering, construction and maintenance activities, with a strong focus on field construction management costs and practices. Must be able to work with limited supervision and be a self-starter to prioritize needs and meet deadlines of multiple internal customers.

Responsibilities include:

  • Developing estimates of Construction Indirects, including staffing plans, construction equipment forecasts and craft manpower projections.
  • Take "ownership" of Jacobs Rapid Project Modeling (JRPM) software, with the responsibilities to train, interpret results, improve and provide updates.
  • Represent the Construction department at meetings with Project management and Owner personnel.
  • Interface and coordinating with Business Development, engineering and Jacobs Field Services management staff.
  • Facilitate, explain and defend detailed estimates to project management and Owner Staff.
  • Provide trouble-shooting, analysis and recommendations for specific business challenges.
  • Ability to manage a small construction support staff.
  • Analysis of risk and development of contingency accounts.
  • Assist the Business Development department with order of magnitude staffing plans and projections.
  • Oversee the company workforce backlog projections.
  • Develop cash flow projections for projects.
  • Commercial bid evaluations and analysis for complex contractor bid pac

  • Twenty (20) years experience in field construction management operations on a wide range of projects, including direct-hire construction and Construction Management projects.
  • Experience with Lump Sum construction is a strong plus. This long term experience is a must in providing the instinct and intuition to review output and determine if it makes sense.
  • Strong knowledge of heavy industrial construction projects, including refining, chemicals, petrochemical, power and manufacturing facilities.
  • Knowledge of international, commercial, heavy civil and light manufacturing is also desirable.
  • Ability to develop estimates of Construction Indirects using Jacobs' proprietary estimating software and a strong understanding of how these costs are estimated and the internal relationships that can be developed to ease the estimating process.
  • Able to multi-task with several concurrent projects, customers and assignments and meeting commitments and deadlines.
  • Ability to interpret, analyze and develop commercial requirements in Owner Requests for Proposals (RFP), as well as providing pricing strategies.
  • Knowledge of estimating practices and procedures, as well as home office construction support functions, such as rigging, quality, turnover and commissioning, and safety.
  • Good inter-personal and communications skills, including written and verbal, along with the ability to interface with company engineering, estimating, business development, senior project management, construction field staff and Owner personnel.
  • Strong writing skills in order to develop written responses to specific Owner requested inquiries.
  • Knowledge of maintenance, plant operations, small capital projects, site sustaining services, along with Turnarounds.
  • Strong Microsoft Office capabilities, with a special emphasis on Excel spreadsheet, Powerpoint presentations and Word documents.
  • Strong understanding of accounting practices and project controls reporting.
  • Knowledge of productivity, benchmarking and Construction Industry Institute (CII) reporting and analysis.
  • Working knowledge of employee taxes, benefits, workers' compensation cost structures.
  • Ability to travel on a limited basis for short assignments to Owner offices or other Jacobs regional offices.
