Role synopsis
The AGT Offshore Region is based in Baku, Azerbaijan which includes a substantial operating area with upcoming growth and a healthy potential project portfolio into the foreseeable future. Current operations include Seven Offshore facilities delivering approximately 650 mbod of oil and 1.2 bcfd gas to a shore based terminal and through a pipeline delivery system into Eastern Europe from two world class reservoirs. Additionally, the Offshore facilities include enhanced recovery through injection support of 700 mbwd and 1 bcfd.
The AGT Offshore Engineering Services Manager is a blueprint compliant role consisting of 130 BP staff with the following accountabilities:
  • Leads engineering in the Region and is accountable for Engineering capability and delivery in the Region
  • Sets and implements engineering standards and F4S in the Region.
  • Delivers on strategies and implementation plans in the Region for:
- Discipline Engineering
- Project Management on Cat C Projects and Modifications
- Plant Integrity Planning, Inspection Execution
- Information Management and Document Control
- Quality Management

  • Provides engineering support to AEST, R&M and Subsea
  • Accountable for Inspection, Engineering and Chemical contracts in the Region
  • Manages Engineering Services budgets for region

Key accountabilities
Through OMS, Engineering Services Manager is responsible for delivering the following within their functional area:
• People who are in safety critical roles are competent, capable and experienced
• Functional risks associated with BP operations are understood, controlled and continuously reduced, to deliver safe operating results
• Functional performance is measured and understood
• Conformance with BP and regulatory requirements

Strategy & Planning
• Support global Engineering Services strategy definition together with other regions.
• Deploys global Engineering Services strategy in Region in line with Engineering Services priorities and provides input to the Regional Operations operating plans• Drives value through effective prioritization and Functional planning (8Q, 12 week, 6 week and 2week plan), and through subsequent compliance with gate readiness criteria
• Owns OPEX and CAPEX budget for Engineering Services and delivery within it
• Inputs relevant Engineering Services expertise into recommendations for key procurement decisions, as required
• Manages Engineering Services contractors to ensure delivery is aligned with BP and region objectives
People Management
• Manage people decisions in line with decision rights in Capability Practice and with Functional priorities and in partnership with HR, Discipline Capability,
Upstream Learning and the Engineering Authority
• Manages Engineering Services contractors to ensure delivery is aligned with BP and region objectives

Setting Standards, Policies, Processes
• Contributes towards Engineering Services content in OMS and drives application of standardized practices and workflows in Region and conducts self verification
• Owns the ETP/STP Control procedure for the Region

Performance Management
• Supports frequent reporting and analysis of standardized Engineering Services performance indicators in Region to achieve safe, reliable and compliant operations

Safety & Operational Risk
• Owns the Engineering Services-related orange book metrics and drives risk identification and management of Regional risk
• Responsible for providing necessary resources and oversight for critical PHA and Risk Assessments (HAZOP, LOPA, MAR)
• Drive execution efficiency and waste elimination across ES
• Drives understanding of and compliance to the Planning, MoC and CoW standards in all executed work
• Projects & Modifications: Development, design and execution of Cat C projects and modifications
• Discipline Engineering: Specialist Discipline engineering support to Operations including deployment of Engineering support to AOMs, AEST, R&M and Subsea
and development of integrated LoF strategies in consultation with AOM
• IM: Fabric Maintenance and pressure systems integrity of assets; corrosion and chemical management strategies within IM plan; asset Structural integrity
• Quality: Supports the Quality Management strategy for GOO thru regional implementation plans
• IMDC: implement processes in the Region and maintain the quality of engineering documentation and data

Essential Education
A Bachelor's degree in Engineering

Essential experience and job requirements
-Broad managerial experience in Operations, with specific expertise and experience in some or all of Projects and Engineering, TAR and Integrity Management (corrosion management, inspection, chemicals management).
-Broad experience of large hydrocarbon Industrial plant, including pipeline systems.
-Strong communication and presentation skills.
-Good commercial awareness and strong personal HSSE commitment.
-Self-motivation and high initiative.
-Experience building technical and operational capability.
-Azerbaijani citizenship is required
