The project quality manager has the responsibility to ensure that Customer and local regulatory
requirements in the contract will be fulfilled for the quality portion of it. He / She is in charge with
reporting any deviation against the contract or Steam Plants procedures and work instructions that
could affect the quality conformance of the product and service sold to our Customer.

Essential Responsibilities

Sales and tendering phase:
o He / she represents the company for quality related items in the request for quotation
o Issue the quality section of the offer, including the project quality plan with the
applicable standard quality control plan
o Define EOMR requirements
o Ensure that negotiation results related to quality are documented and the corresponding
impact on the tender considered
o Review all applicable local regulations, codes and standards related to quality
o Ensure the risk assessment for the proposed suppliers in the panel have been applied
o Ensure the applicable level for the quality control plan has been identified
• Project execution phase:
o Lead on a functional basis the other quality functions in the project (site quality
manager, project supplier quality managers and inspectors)
o Interfaces with the quality representative of the partners (internal or external) to issue
consistent application of the project quality requirements
o Hold project quality kick off meeting with the Customer, project and site teams to ensure
that the project quality plan, quality control plan, and all quality requirements are
communicated and implemented in the project
o Interfaces with the Customer for project quality issues (including technical quality
complaints and monitoring of equipment inspection notifications)
o Ensure action plans are prepared and followed for of any quality related issues that may
arise on the project
o Issues the quality related project management file work instructions
o Communicates the quality control plan and EOMR requirements to the Customer in a
timely manner (in line with master time schedule)
o Ensure the quality documentation is delivered right on time to Customer as defined in
the contract
o Participate in project reviews and ensure the quality aspects are covered (customer
technical complaint, contract, non-conformance management)
o Ensure the local regulation conformance requirements are known and applied, e.g.
PED, CPD, MED, DOSH...ASME (code stamp required)
o Instructs the project team for using quality tools (NCR database, Infosystem, 8D's...)
o Ensure the return of experience is built with an actions plan
o May lead or contribute in 8D's
o Compile CoPQ for the project (costs from the project Cost controller + Events), propose
solving problem actions and report to the unit
o Drive the project audit programme (shall include the project quality plan)
o Prepare and lead the weekly quality teleconference with site and project director (NCR
opening, disposed, archived, NOD's and quality action plan)
o Consolidate the quality metrics of the project to report them to the project director and
unit / region quality manager / director
o Oversees site quality audits
o Supervise and take necessary decision about supplier quality risk and performance
• Budget:
o Propose and monitor the project quality budget, including third party inspection costs


Mandatory (MUST)
• Engineer/Quality Management degree or equivalent
8 years' experience in a quality function like 3rd party audit or continuous improvement or quality control or quality management system
• Experience in project management tools use
• ISO 9001
• Solving problem methodology and associated tools
