Job Description:

Independently selects methods, plans and coordinates the details, and carries work through to its conclusion with minimal guidance. Completed work is reviewed for soundness of analysis, the suitability of methods used, and for conformance with organizational analytical procedures and practices. Provides support for a quality management system to include, but is not limited to: analyzing procedures, flowcharting processes, providing textual backup to flow charts, coordinating documentation where procedures overlap, and communicating documented procedures to affected parties. Possesses initiative to follow tasks through to completion with little supervision. Communicates effectively and efficiently with individuals at all levels of the organization. Provides support for the development, deployment, and registering a quality management system. Analyzes procedures to determine the existing gap between the requirements of the quality standard and the current status of formal and informal ATC procedures that are followed in the performance of specific test operations. Develops flow charts (process maps) of assigned processes, including sequential action blocks, decision points, hand-off points, and legend, which result in a graphic description of specific processes. Provides textual backup of flow chart to ensure accurate understanding of the process flow. Analyzes flow chart data to identify overlapping procedures, prepares recommendations and coordinates for the elimination of non-value added steps, or to validate the need to retain redundancies. Provides support in the preparation of documentation that describes specific procedures to the extent that an apprentice technician will obtain a clear understanding of the task with minimal questions. Communicates the documented procedure to affected parties.

Must possess a Bachelor's Degree in specialization or related discipline and 3 years applicable experience or have 5 to 7 yrs. applicable experience in related discipline; or a Master's Degree in specialization or related discipline and 1 yr. applicable experience. Specializations include: Data, Environmental, Facilities, Industrial Hygiene, Network, Occupational Safety, Program, Public Affairs, Quality, Safety, Security, and Systems Safety. For Data Specialists, at least 24 credit hours are desired in mathematics, statistics, scientific fields, scientific programming languages (such as FORTRAN or C), technical writing, or computer science.

Essential Functions Form:


Responsible for planning, coordinating, and conducting environmental conservation, restoration, compliance and pollution prevention projects. Requires professional knowledge of environmental principles, techniques and practices and environmental programs and issues. The ability to bend/stoop, squat, crawl, crouch, kneel, reach above shoulder level, push/pull, balance, and climb into or under a vehicle is required (up to 50%). Walking a minimum of 50 yards over rough terrain is required (up to 25%). The ability to lift and carry up to 50 pounds is required (up to 25%).


Work environment may be inside or outside depending on the task. The ability to work in outside field conditions that include hot and cold extreme temperatures and other outdoor climatic conditions is required (up to 25%). Must be able to work in areas where only portable restroom facilities are available (up to 25%). Work environment may be fast-paced and require work under pressure to meet deadlines associated with the completion of a task. Position will require multiple task efforts. Travel may be required periodically for specific task related functions as well as to obtain training necessary for this position.


Analyzes data from various sources, such as inspection/evaluation reports, project information, and notices of violations and identifies and recommends the need for improvements or further study. Prepares portions of written reports and documentation regarding assigned projects. The ability to work around moving machinery/equipment and drive auto equipment, forklifts, and other equipment is required.


Attendance is critical at all times during normal duty hours. Work outside of normal duty hours, including weekends and holidays, may be required with as little as one-hour advance notice.


Must be able to communicate effectively. Must be able to obtain an interim secret security clearance in order to gain access to required areas, networks and systems within thirty (30) days of date of your offer letter. Must be able to obtain and retain a secret security clearance. Must be able to provide proof of U.S. citizenship. Must be able to obtain and retain unescorted access to work areas. May be subject to other physicals or exams if required to wear a respirator or are designated by the COR to have other physicals due to the work area in which you are assigned. May be subject to exposure to noise, radiation, vibration, lead, dusts, acids, and solvents. Must be able to wear personal protective equipment as required. Must have a valid driver's license and personal transportation for the purpose of moving around the proving ground to accomplish job functions and in order to operate a rental vehicle if and when travel is required. Must be able to obtain and maintain a military driver's license within 30 days of employment.
