Operations Research Systems Analyst (ORSA) Support SME Job Description

Support to ensure all special operations deployments are tailored to meet the requirements of the President of the United States (POTUS), Secretary of Defense (SECDEF), and the Geographic Combatant Commanders; and assists in direction of force deployment. The SME also supports the mission to monitor, measure, analyze and report SOF readiness, and recommend and coordinate remediation actions for SOF readiness shortfalls. Tasks include:
  • Collaborate with analysts within USSOCOM, Component Commands, Joint Staff, and Office of the Secretary of Defense .
  • Apply mathematical, statistical, econometric, decision theory, modeling and other scientific methods in creative ways .
  • Evaluate reports by outside entities by analyzing facts, challenging assumptions and performing appropriate research and preparing detailed responses.
  • Provide recommendations of analysis on current force distribution, force generation plans, deployment length, PERSTEMPO issues, and memorandums of understanding with other services and future force allocation decisions which directly impact on the health of the force The SOFORGEN Database and modeling tool.
  • Provide analysis with desktop models and ORSA tools.
  • Investigate non-proprietary models.
Minimum Education/Experience Requirement: Master's degree in Operations Research, Applied Mathematics, Industrial Engineering, or related field and ten (10) years' experience as a uniformed military member in specific SOF functional areas of SF, SEAL, CA, MISO, or SOF Aviation.

Required skills include:
  • 6 years hands-on operations research system analysis (ORSA) experience in qualitative and quantitative analyses of complex military and related problems.
  • 5 years' experience utilizing Microsoft suite office products to include MS Access
  • 3 years' experience working with USSOCOM, subordinate organizations, DOD, and knowledge of each military U.S. military service's roles and missions
  • 5 years' experience using communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level) use and the ability to communicate at all levels in a highly professional manner.

Must be willing to travel to various CONUS and OCONUS non-hazardous locations.

Current DoD Top Secret clearance and eligible for SCI access required.

Essential Functions

Work Environment

Work will be performed inside a large facility. Work assignments vary based on client requirements. Position could require some night and weekend work. Travel is required to various CONUS and OCONUS non-hazardous locations based on client requirements.

Physical Requirements

Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and Machines

General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment.


Work assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday).

Other Essential Functions

Candidate must exhibit a professional behavior that promotes teamwork, fosters cooperation, and enhances productivity in the workplace. Must be well organized with the ability to coordinate, prioritize and execute multiple tasks simultaneously in a high-pressure environment. Ability to communicate verbally and in writing to work effectively with a variety of government, military and contractor personnel at all levels. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area.
