Jacobs is seeking an Operations Engineer to support NASA Armstrong Flight Research (AFRC) Center located at Edwards Air Force Base, CA.

This is a senior working level position to provide engineering and technical support for system safety and hazard analysis applied to assigned projects for an organized, disciplined approach to the early identification and resolution of hazards impacting personnel, hardware, or mission success to a level as low as reasonably achievable. The selected candidate will provide support to the UAS-NAS project serving as a Safety Engineer.

Responsibilities include:
  • Be able to meet or exceed the System Safety responsibilities detailed in the applicable NASA procedures, including NPR 8715.3 (NASA General Safety Program Requirements, Chapter 2), DCP-S-002 (NASA Armstrong Hazard Management Procedure), and DCP-S-004 (NASA Armstrong System Safety Support).
  • Provide Safety Engineering expertise to the assigned NASA project(s).
  • Assist the Project Manager in the development, documentation, and implementation of the System Safety, Ground Safety, Continuous Risk Management (CRM), Lessons learned, and Reliability and Maintainability activities for the assigned projects.
  • Organize, attend, lead, and assess the effectiveness of the assigned project's System Safety Working Group (SSWG).
  • Assist and support independent review group(s) chartered to provide independent assessments of the project.
  • Support the development and maintenance of an up-to-date database of identified hazards and risks throughout the life of the project.
  • Assist the Armstrong S&MA Office (Code S and Code SF) in the development of strategic and tactical planning activities to ensure that Armstrong has identified an attainable path of improvement for reliability, CRM, Safety, Software Assurance, Lessons Learned, mission success and risk identification/reduction in support of flight/ground hardware, and mission assurance programs.
  • Participate in project meetings, configuration control boards, design reviews, flight readiness reviews, etc. Assist in the development of sustainable network and web-based tools to collect and present hazard analysis information.
  • Follow the safe practices and rules contained in the JACOBS Corporate Safety and Health plan and other such rules and practices communicated on the job.
  • Report project support status to the Jacobs Task Focal Point on a monthly basis and to the S&MA Branch Chief on a weekly basis.
  • Complete a variety of NASA and DoD training courses to qualify for the unique capabilities required by the various operating sites. These courses include, but are not limited to, Electro-Static Discharge (ESD) Control, Pyrotechnic Handling and Storage, Emergency Preparedness, Mishap Investigation, and other site-specific NASA and military training.
  • Must travel in support of the assigned duties. The total travel assignments may exceed 4 weeks per year.
  • Schedules and chairs the weekly Project Support meetings with the AFRC (Code SF) Branch Chief and attended by all Safety personnel.
  • Perform work in accordance with NASA ISO AS9100 procedures and applicable regulatory requirements.
  • Report status to Functional Area Lead and/or Task Focal Point as required.
  • Mentors engineers in specific technical areas and/or the system engineering process and project management principles.
  • Have experience supporting system safety engineering for manned and unmanned research flight test operations;
  • Be a self-starter with the capability of working independently;
  • Familiarity with flight test hazard analysis, NASA ground and flight operations, and NASA safety standards/requirements;
  • Ability to work with multiple organizations (NASA, Air Force, private industry, other government agencies);
  • Ability to lead a System Safety Working Group
  • Ability to produce various hazard analysis products and present findings to senior management;
  • Ability to write and review safety-related documents: Safety & Mission Assurance Plan and Mishap Preparedness & Contingency Plan;
  • Strong communications and ability to work in a team environment a must;
  • Strong computer and communications skills;
  • Emphasis on egress and life support safety requirements for test aircraft.

Educational Requirements:
  • High School diploma along with 20 years technically related experience; or
  • Associate degree in Engineering or Physical Science along with 20 years of general work experience; or
  • BS Degree in non-engineering discipline along with 20 years technically specific experience which include 10 years performing para-engineering duties; or
  • BS Degree in Engineering or Physical Science along with 15 years general work experience; or
  • Advanced Degree in Engineering or Physical Science with 10 years general work experience.

U.S. CITIZENSHIP REQUIRED: Applicant selected will be subject to a U.S. government security investigation and must meet eligibility requirements for access to classified information.

Essential Functions

Work Environment

Work involves an inside office environment/cubicle. (Considerations: closed quarters, close together, limited lighting.)

Must be able to commute between buildings to support work requirements.

Independent transportation necessary to support work requirements and to arrive at work site.

No hazards on job site or any unusual environmental condition exists.

Must maintain a positive work atmosphere by behaving and communicating in a manner to get along with customers, clients, co-workers and management.
Must perform work activities requiring interaction, negotiating, instructing, supervising, persuading or speaking with others.
Must be able to work under supervision and respond appropriately and professionally to criticism from a supervisor.

Physical Requirements

Working at a computer or desk (Considerations: sitting, eyes, hands). May involve long periods of sitting or standing depending on current tasking.

Equipment and Machines

Personal computer (75%), scanner (5%), copy machine (5%), telephone (5%), laser printer (5%), fax
machine (2%), and other office equipment including desk supplies.


With the exception of STD/LTD/FMLA & approved time off, attendance is considered essential.

Normal work days are Monday through Friday except US Federal Holidays.

Core hours of work are from 0800 to 1530 daily.

All employees are expected to be available during core hours.

Other Essential Functions

Travel to other government facilities or other contractor facilities to participate in meetings, reviews, audits and research necessary in accomplishing assigned tasks may be required. Travel generally does not exceed 10%.
