Jacobs provides field, range, testing, chemical, and biological laboratory support to the U.S. Army at the West Desert Test Center (WDTC) located at Dugway Proving Ground (DPG), UT. As a major test site for the U.S. Army Test and Evaluation Command, the WDTC is responsible for the test and evaluation of chemical and biological (CB) defense systems, incendiary and smoke/obscuration munitions systems, and related operational concepts. In addition to these responsibilities, we also support non-CB testing at the WDTC for the DOD and other Federal agencies, including environmental assessment/impact evaluation and munitions demilitarization.

The successful candidate shall provide support to the Special Programs Division (SPD) of the West Desert test Center, providing inspections, maintenance and repairs of systems in all SPD facility assets. This shall be accomplished as follows:

Provide building operator functions when requested for testing and training events. Perform daily inspections of the facilities, perform troubleshooting and minor repairs on boilers, air handlers, air compressors, PLC control systems, walk-in-refrigerators, air conditioners, water softening systems, pumps, electric heaters, sheet rock, roofing, siding, brickwork, fermenters, centrifuges, bio-safety hoods and dryers, milling equipment, bio-reactors, sterilizers, chemical reactors, heat exchangers, distillation columns and other specialized laboratory equipment.

Coordinate with management when repairs require additional personnel to assist or is out of scope or ability. Coordinate access as necessary for other trades or entities to perform work within the facility. Assist with testing and training setup by moving equipment, test articles and furniture. Perform monthly fire extinguisher, eyewash, GFCI, ladder and smoke detector inspections and repairs.

Escort guests and outside contractors to and from SPD facilities. Perform pre and post SPD facility use inspections. Operate equipment and utilities to bring facilities to requested state. Perform repair and part research, perform required water testing (PH and Chlorine) on site waste tanks and coordinate the removal of waste. Perform modifications to plumbing, electrical and control systems. Operate a fork lift to move equipment and materials.

Ensure facilities are operational at all times and ready for use. If equipment has to be non-operational for repair or maintenance ensure that down time is coordinated. Coordinate water delivery, fuel delivery and waste water removal. Provide training for facility specific or unusual equipment. Provide transportation for contractor employee to and from the site and provide monthly cost expenditure report.

Must meet eligibility requirements to obtain and maintain a Department of Defense Security Clearance.

Essential Functions

Work Environment

Generally an outdoor environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including hot and cold climates. Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. Office is located on site in Government spaces at: Dugway Proving Ground, UT.

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. Must be able to lift and carry up to 25 pounds. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required. Standard Chemical Laboratory equipment.


Regular hours will be between Monday-Thursday 7:00 a.m. - 5:30 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.

Specialized training and at least five years senior experience in the calibration, operation, maintenance, fabrication, and repair of mechanical test equipment. Must be familiar with building exhaust systems and as a minimum, be able to perform maintenance, including replacement of worn belts, greasing of bearings, repair of fans blowers, and discharge stacks, and adjustment of volume dampers and hood baffles in test fixtures. Fabrication/welding of test fixtures. Desired to have experience with vibration systems and with cryogenic liquids, high-pressure liquids, and oxygen displacing vapors (CO2 and N2). Experience using various instrumentation such as temperature, relative humidity, air velocity, pH, conductivity, and particulate concentration.

Your ability to obtain and maintain the US Government security clearance or a favorable National Agency Check Inquiry (NACI) is necessary to perform the tasks of the position for which you are being employed, as well as any subsequent positions to which you may be assigned. If you do not currently have the appropriate security clearance of NACI, you will have ten (10) days to obtain an interim security clearance or a favorable NACI. Failure to receive an interim clearance within ten (10) days of the submission of your eQIP questionnaire to DSS will render this offer null and void, additionally, failure to obtain and maintain a final security clearance or NACI will result in the termination of your employment.
