Designing and developing highway maintenance schemes from preliminary investigation through design to the construction phase, providing highway maintenance design expertise, technical mentoring and specialist advice to other team members

• Provide technical expertise to ensure highway maintenance scheme designs are prepared in accordance with current legislation, best practice, council policies and to the highest technical standards.
• Responsible for providing technical advice and guidance regarding highway maintenance to ensure delivery to agreed timetables. Ensure that schemes are prepared for assigned projects in accordance with current health and safety procedures and regulations
• Assume Principal Designer role for any assigned schemes as defined under the Construction Design and Management Regulations, as appropriate
• Guide, advice and support team members to resolve local issues ensuring that decisions are made on sound technical grounds
• Provide expert advice to other staff within any areas of specific personal expertise to help resolve local issues, and continuously pursue new and novel solutions to problems encountered in order to improve service delivery
• Co-ordinate other design disciplines on highway schemes
• Represent East Sussex Highways at meetings with other bodies and provide technical expertise and input to briefings, reports and responses to correspondence, elected members, complaints and media enquiries
• Seek to foster and maintain effective working relationships with East Sussex County Council's client team and wider County Council contacts

The minimum qualifications for this position are:
• Educated to HNC/degree level or in lieu of that demonstration of considerable relevant experience
• Experience of highway design within large, complex organisations
• Experience of supporting teams in technical delivery
• Experience of producing briefs
• Experience of managing consultants
• Experience of AutoCAD design
• Extensive knowledge of highway maintenance engineering and contracts
• Knowledge of business planning and performance management
• Knowledge of key issues facing Local Government including up to date legislation
• Knowledge of statutory obligations affecting the service
• Constructively engage with people from all levels of East Sussex Highways to improve the service
• Full driving license or ability to meet the travelling needs of the role

The ideal candidate will possess the following skills and experience:
• Chartered Engineer
• Experience of providing evidence based advice to managers and/or members and using this to influence
• Project management
• Development of efficient practices
• Member of appropriate professional body
