We are seeking an experienced professional to represent ENERCON as a Project Controls 2 while at a customer site in Los Alamos, NM for a long-term contract opportunity. This role performs cost estimating, analysis, and control activities, as directed; Performs schedule development, maintenance, and monitoring activities, as directed; Supervises cost engineering and/or planning and scheduling activities, when delegated.

Currently Active DOE Q Clearance is required.

Responsibilities include:
1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training and assures compliance; makes safety and security an integral part of every task. Takes steps to stop work if unsafe conditions exist or security is compromised.
2. Adheres to project controls policies, programs, procedures and practices.
3. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting project controls policies or programs; recommends sound, practical solutions to complex issues.
4. Assists in preparing cost/schedule data for proposals or contracts.
5. Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.
6. Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
7. Assists in the development and support of project trend program.
8. For cost engineering and estimating:
• Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications.
• Determines scope definition requirements for a discipline or other specialty and works with Engineering and other sources to coordinate the production of required data to conform with the overall estimate preparation plan. Develops quantity takeoffs for a discipline or specialty using defined scope documents or undefined scope assumptions. Verifies quantities provided by others.
• Prepares specific budgets in accordance with prescribed standards and procedures.
• Investigates the requirements for estimating and/or cost control data.
• Collects and classifies cost engineering data.
• Performs cost data analysis and development.
• Reviews home office cost and job-hour information with the cost engineer and planner.
• Coordinates construction trends with the field project control engineers and analyze quantity and cost information and predict changes and trends and assist with the review and issuance of the monthly project cost and trend reports.
• Coordinates quantify estimates for trends and scope changes and provide feedback to estimating regarding cost trends and lessons learned.
• Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.
9. For scheduling:
• Identifies scope of schedule activities. Determines schedule dates for work activities within a discipline area or specialty. Determines milestones to support project schedule.
• Works with performing organizations and units to coordinate work sequences with the total project plan. Conforms work sequence and activity durations per project's execution plan for a specific discipline or specialty. Determines inter-discipline constraints or interfaces that define activity sequences. Develops and applies installation rates to quantity takeoffs and developed quantities within a discipline or other specialty.
• Develops quantity release or installation curves for a specific discipline or specialty. Reviews quantity logs to ensure total quantities are represented for a particular discipline or specialty. Assists in developing required job-hour expenditure for a specific discipline or specialty. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.
• Continuously assists discipline or specialty engineers in developing their individual work plans and knowledge of overall discipline requirements.
• Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty. Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.
• Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.
• Prepares and develops schedule study information, as assigned. Evaluates quantities, job hours/staffing, and schedule logic for a specific discipline or specialty.
• Prepares schedule, staffing, and quantity progress and performance reports for assigned disciplines or specialties.

Job Knowledge Requirements:
• Experience in performing quantity takeoffs, statistical analysis, schedule monitoring, report writing, and computer operations.
• Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
• Knowledge in the use of computers for executing work processes.
• Skilled in oral and written communication.
• Demonstrates an intermediate level understanding of project controls general technical skills.
• Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

Required Experience/Education:
• Position typically requires a minimum of four years related experience, or an equivalent combination of education and experience.

• Receives technical and operational supervision from designated supervisory personnel.

• Provides technical direction to other Project Controls personnel, if assigned.
C. Contacts
• Laboratory personnel and management and others within the assigned group and outside of work groups, as designated by supervisor.
