Job Overview:

This position is for a Field Cost Engineer to support the IPL Combined Cycle Power Plant in Martinsville, Indiana. Primary role is to provide Project Management Organization cost engineering support, for achieving construction cost control, planning, and integration and management objectives. Cost Control involves accurate and timely periodic (weekly/monthly) cost reporting, productivity and cost trending, change management and as needed cost analyses in support of Project Managers efforts for cost control and management, during the construction phase. Cost engineers promote cost control through the consistent application of systems and in accordance with approved procedures, ensuring construction compliance with the project charging practices and reporting installed quantities/earned progress, recognition of the project targets and timely performance reporting for analysis, review and follow up.

Key Responsibilities/Accountabilities:
  • Analyze monthly department budgeting and accounting reports to maintain expenditure controls.
  • Compile and analyze accounting records and other data to determine the financial resources required to implement a program.
  • Consult with managers to ensure that budget adjustments are made in accordance with program changes.
  • Preparation of regular and special budget reports.
  • Perform cost-benefits analyses to compare operating programs, review financial requests, and explore alternative financing methods.
  • Provide technical assistance with cost analysis, fiscal allocation, and budget preparation.
  • Review operating budgets to analyze trends affecting budget needs.
  • Seek new ways to improve efficiency and increase profits.
  • Summarize budgets and submit recommendations for the approval or disapproval of funds requests.
  • Has in-depth experience, knowledge and skills in own discipline.
  • Works independently with minimal guidance. Sometimes determines own work priorities.
  • Acts as a resource for colleagues with less experience.
  • Applies knowledge and skills to a wide range of standard and nonstandard situations.
  • Interprets customer needs, assesses requirements and identifies solutions to non-standard requests.
  • Uses best practices and knowledge of internal/external business issues to improve products or services in own discipline.
  • Monitors and controls costs within own work. Solves moderately complex problems; takes a new perspective on existing solutions. Manages own time to meet agreed targets; develops plans for short-term work activities in own area.

Desired/Preferred Qualifications:
  • Experience in JDE Enterprise One
  • Experience in PMCS progress and change control
  • Advanced ability to use spreadsheet software to produce ad hoc reports, including producing charts and graphs, converting text files, basic data manipulation
  • Proficient in understanding and applying performance factor analysis
  • Ability to manage issues related to rules of credit and tactfully convey resolution of issues
