As a member of a tools team, provide subject matter expertise on the details of the USMC products that support the processes that have been designed. With an understanding of the requirements and objectives of ITIL best practices, participate in designing the tools that support the ITSM processes that meet functional and technical requirements. Advise Process Owners/Managers in execution of process areas and facilitate positive outcomes for the implementation and communication of processes that will enable the USMC Services. Assist in formulating technical direction in performing process related activities that integrate requirements to achieve ITSM processes standards. Provide analysis that helps in the definition of roles required to support the newly designed process and the permissions required to execute activities. Assist process design team in following Government guidelines to produce quality service management practices and to successfully complete the development of all process design deliverables, and to provide instruction, guidance and training to the process design team and Government stakeholder as required. Specific responsibilities of the applicant are addressed in the following:
  1. Provide subject matter expertise to both support and provide improvement recommendations for the implementation of enterprise processes, procedures, work instructions, and software tools for NGEN USMC Transition Activity.
  2. HP Accredited Integration Specialist (AIS) for Business Service Management (BSM) Operations Manager, SiteScope and Network Node Manager (NNM)
  3. Provide on-site support at the MCNOSC to assist in implementation of the Event Management processes using the following software tools:
    • BMC Remedy ITSM Suite v8.1(Interfaces)
    • HP Operations Manager for Windows (OMW) 9.x
    • HP Operations Manager I (OMi) 9.x
    • HP Network Node Manager I (NNMi) 9.x

Other duties as assigned.
Typically requires a BS degree in a computer field from an accredited college or university and eight (8) to twelve (12) years of related experience, or a MS degree in a computer field and seven (7) to ten (10) years of related experience, or PhD and two (2) to five (5) years of related experience.

Progressive and relevant education, training and/or certification(s) may be substituted for a portion of the degree and experience requirements.
  • Must possess a current Security+ (SEC+) or higher and/or an IAT Level II certification
  • Must have a minimum of two certificates of completion from HP training school in the following competencies:
    • HP Operations Manager for Windows (OMW) 9.x
    • HP Operations Manager I (OMi) 9.x
    • HP Network Node Manager I (NNMi) 9.x
  • Must have demonstrated experience in a network operations center production environment
  • Must have experience training technical personnel on HP tools demonstrating tool proficiency
  • Hands-on experience working with in the USMC MCNOSC preferred
  • Knowledge in developing ITSM/ITIL process related products to support IT Service Management (ITSM) practices for mid-large organizations.
  • Must have experience in the implementation and updating of HP technology (tools).
  • An understanding of HP tools in support of ITSM processes and systems monitoring a plus, with an understanding of HP Operations Manager, and HP Network Node Manager is critical for this role.
  • Familiarity with BMC ITSM Suite and integration with other products a plus.
  • Knowledge of the framework required to design, develop, assess, implement, integrate and support ITSM solutions (focus to be on Event Management data capture and tracking via Aggregators and Manager of Managers) a plus.
  • Experience and understanding technical system requirements, security requirements, availability requirements and design systems a plus.
  • Understanding of DoD/DoN security specifications and capabilities key to the position.
  • Exposure and understanding of DOD/DoN IT Program Management support preferred.
  • Advanced training/certifications in ITIL (beyond ITIL Foundations) preferred.

Must have or be able to obtain a Secret Clearance.
