Job Description

Works independently to perform environmental conservation, compliance, restoration and pollution prevention projects. Work requires application of a practical knowledge of environmental technology and engineering methods and techniques as well as the practical knowledge and understanding of environmental laws and regulations, but does not require professional knowledge and abilities to perform the work. Work requires a thorough knowledge of ammunition recognition and ammunition safety protocols. Responsible for planning and conducting a block of work which is a complete conventional project of relatively limited scope or a portion of a larger project. Works independently in the transportation, segregation, packaging and disposal of Material Potentially Presenting an Explosive Hazard (MPPEH). Assists in determining correct demilitarization codes and independently performs demilitarization of MPPEH items. Duties and responsibilities include: prepares MPPEH documents and acts as a "Certifier" for MPPEH safety assessments; prepares, reviews, advises and comments on plans and documents pertaining to assigned projects; evaluates and prepares cost analyses for projects; establishes schedules and ensures work is completed in required timeframe according to design and regulatory requirements; reviews documents presented for sound design procedures and practices to ensure compliance with local, state, and federal environmental laws and regulations; reviews and amends as necessary test programs, test procedures and facility designs to ensure that implementation of environmental constraints are done in a manner to meet mission requirements for testing and concurrently provide for environmental compliance and enhancement; prepares, reviews and coordinates environmental documents for both testing and construction activities; evaluates potential impacts of tests and site selection; recommends pollution prevention initiatives and monitors mitigation measures; attends meetings and other environmental working groups, committees, and panels; assists in preparing and coordinating environmental permits, applications, surveys and inspections; gathers information, performs literature searches and varied data collection, tracking, computing and summarizing of data relative to environmental efforts; consolidates data and reports environmental information; determines if results meet requirements and objectives and recommends changes to incorporate additional factors or to adjust to findings and conclusions; inspects and evaluates facilities periodically or in response to requests to resolve problems or determine need for environmental modernization, alteration or repair; applies different but established methods, procedures and techniques requiring consideration of several possible courses of action and techniques and selecting the most appropriate to ensure minimizing violations and compliance of environmental laws and regulations; participates in the planning and collection of samples, takes samples, and accumulates information and material required for laboratory analysis; respond to and contains spills and releases; assists in day to day operating of 90 day hazardous waste storage facility and ensures compliance with all applicable federal, state, and local environmental statutes and regulations; and assures compliance with requirements and performs duties relative to receiving, labeling, marking, handling, storing, packaging, and disposing of hazardous property. Work requires the ability to apply established instructions, rules, regulations, and procedures relevant to environmental activities. Responsible for the scheduling, operation, and maintenance of specialized environmental technology test facilities, ranges, and equipment. Writes detailed test plans, risk assessment, job hazard analysis, memorandum, test records, and final test reports.


5 yrs. applicable experience or at least 60 credit hours or an Associate's Degree and 3 yrs. applicable experience; or 30 credit hours and 4 yrs. applicable experience; or completion of a formal training program and 3 yrs. applicable experience; or a Bachelor's Degree and 1 yr. applicable experience.

Essential Functions

May require sitting in front of a computer for extended periods of time (up to 40%). The ability to bend, stoop, squat, crawl, crouch, kneel, reach above shoulder level and climb into or under a vehicle is required (up to 50%). Walking a minimum of 50 yards over rough terrain is required (up to 25%). The ability to push and pull as well as lift and carry up to 50 pounds is required (up to 70%).


Work environment may be inside or outside, depending on the task. The ability to work in outside field conditions that include hot and cold extreme temperatures and other outdoor climatic conditions is required (up to 75%). Must be able to work in areas where only portable restroom facilities are available (up to 75%). Work environment may be fast-paced and require work under pressure to meet deadlines associated with the completion of a task. Position will require multiple task efforts.


Must be able to select or adapt standard procedures or equipment, using fully applicable precedents. Work requires application of a practical knowledge and understanding of environmental laws and regulations. Work requires a thorough knowledge of ammunition recognition and ammunition safety protocols. Works independently in the transportation, segregation, packaging and disposal of Material Potentially Presenting an Explosive Hazard (MPPEH). Must have or be able to obtain a letter of appointment for certifying safety certificates for MPPEH. Work may require being around moving machinery and equipment. Work may require driving auto equipment, forklifts, skid loaders, as well as other equipment.


Attendance is critical at all times during normal duty hours. Work outside of normal duty hours, including weekends and holidays, may be required with as little as one-hour advance notice.


Must be able to communicate effectively. Must be able to obtain an interim secret security clearance in order to gain access to required areas, networks and systems within thirty (30) days of date of your offer letter. Must be able to obtain and retain a secret security clearance. Must be able to provide proof of U.S. citizenship. Must be able to obtain and retain unescorted access to work areas. Must be able to obtain essential certifications including, but not limited to: Hazwopper; Ammo skill level 1-A; hazardous waste tracking; etc. May be subject to hearing tests and other physicals or exams if required or designated by the COR. May be subject to a hearing test, laser eye exam, and complete blood count. If working with depleted uranium, an Urinebioassay and Invivo lung scan may also be required. May be subject to exposure to noise, vibration, temperature extremes, lead, petroleum, oil, lubricants, dusts, and solvents. Must be able to wear personal protective equipment as required. Must have a valid driver's license and personal transportation for the purpose of moving around the proving ground to accomplish job functions and in order to operate a rental vehicle if and when travel is required. Must be able to obtain and maintain a military driver's license within 30 days of employment.
