We are looking for an experienced Safety professional who has worked in a managerial or senior supervisory role the rail industry.

The Transpennine Upgrade (TRU) programme is one of the largest rail projects being undertaken by Network Rail as part of its Northern Programmes portfolio. The Secretary of State for Transport has determined a high level set of outcomes for the Transpennine route comprising: provision of capacity for 6 fast or semi-fast inter-regional trains per hour, a reduction by up to 15 minutes of journey time between Manchester and York and the completion of the electrification of the route from Manchester Victoria to Leeds and Selby/York.

Network Rail will work with the DfT and Transport for the North to develop a new plan for electrification of the Transpennine line between Stalybridge, Leeds, York and Selby and will focus on delivering key capacity and journey time benefits between Manchester Victoria, Leeds and York. These benefits will support economic growth as part of the Northern Powerhouse and facilitate commuter travel into the major urban areas of the North of England.

The TRU programme will provide capacity, journey-time and performance improvements between Manchester Victoria - Leeds - York and Selby together with Electrification of the route to support economic growth and facilitate commuter travel into the major urban areas of the North of England.

Additional work packages that interface across the project including a number of resignalling schemes will also form part of the portfolio to be managed

Candidate Profile

The candidate must have the ability to interface across all levels of the project team(s) from the staff delivering the work up to Senior Programme Manager level, and must be able to communicate clearly, concisely and effectively to the appropriate audience.

You will be required to write and provide reports, review note, advice notes, processes and guidance, and to be actively involved in design workshops with the remit to ensure safety by design is embedded into the project teams and can be evidenced throughout the design progression.

The Role:

The CDM Manager will assist in securing cooperation, coordination and communication of health and safety with all duty holders. This will include providing support to the Network Rail Communications Manager to ensure all duty holders appointed to the project receive regular communication of safety information. This will include ensuring there is effective controlled distribution of safety information both to and from the projects and the collating and overviewing reports prepared by the respective sub-programmes (East of Leeds / West of Leeds / Leeds Capacity) to provide a monthly safety performance report for the programme.

The CDM Manager will be responsible for assisting the Client in preparation and communication of Pre-Construction Infor mation Pack(s) supporting the sub-programme teams, to ensure that:

(a) designers or contractors have sufficient information made available to them in time to allows them to put together a bid based on a clear understanding of the nature of the work involved;

(b) designers already appointed receive sufficient information at a stage early enough to enable them to judge whether it is reasonably practicable to eliminate any foreseeable health and safety risks in the design process and, where it is not, the steps they should take to reduce or control the remaining risks.

(c) contractors already appointed are be provided with the information they will need to plan, manage and monitor their work.

The CDM Manager will be responsible for supporting the identification of any gaps in the available information and shall assist with the coordination and management of the pre-construction health and safety information between all the designers and contractors appointed.

The CDM Manager will assist in development, maintaining and monitoring the health and safety risk management arrangements in conjunction with the appointed sub programme / project HSE Manager and the Health & Safety Manager for Northern Programme This includes review, by sampling, of the adequacy and appropriateness of proposed safety arrangements for construction works including:
  • safety competence of proposed team and allocation of responsibilities (Project CDM Plan and Project RACI chart)
  • adequacy of welfare facilities
  • access and site security
  • and arrangements for consulting and engaging with workers
  • adequacy of the construction phase plan in conjunction with the Health & Safety Manager for Northern Programme

The CDM Manager will provide operational safety advice and support as required and undertake independent sample safety surveillance and audit of safety planning and site works in support of the Construction Manager to monitor compliance with arrangements for the Safety of people working on or near the line to ensure that everyone returns home safe every day.


The position of CDM Manager for the TRU Project is a full time role based in Northern House in York. The project will be moving to co-located offices in York adjacent to the railway station.

Qualifications and Experience

The candidate must have held management responsibility for Health and Safety within the railway environment.

The candidate should be able to demonstrate a detailed understanding of:
  • CDM2015 Regulations and their application within the railway environment
  • Health & Safety at Work Act 1974
  • Health & Safety In Construction HSG 150
  • Risk Management and Safety Risk Assessment Logs
  • Health and Safety File requirements

The role requires understanding and application of Network Rail standards in regard to planning for safe working including:
  • Governance of Railway Investment Projects (GRIP)
  • Application of CDM to Network Rail Construction Projects
  • Construction Risk Management
  • Pre-Construction Information
  • Records Management of Health and Safety Files
  • Asset Management Plan
  • Engineering Management for Projects
  • Work Package Planning
  • Provision of Welfare Facilities
  • Safe Management of Contractors
  • Temporary Works

The candidate shall hold the following Health and Safety Qualifications:

  • Technician Member of the Institution of Occupational Health and Safety
  • NEBOSH General Certificate in Occupational Safety and Health

  • Member of Institution of Civil Engineers Health and Safety Register
  • Chartered Member of the Institution of Occupational Health and Safety
  • Member of the Association of Project Safety
  • CSCS Gold or Black Card
  • CITB SMSTS Site Managers (5 Day)
  • OHSAS 18001 Internal Auditor

The candidate shall hold (or be able to be trained in) the following Railway Qualifications:

  • Personal Track Safety
  • Industry Common Induction
  • SSOW Planner - or competence to act as Responsible Person

  • COSS / SWL1
