Operations Research Systems Analyst (ORSA) Job Description

The Operations Research Systems Analyst shall:
  • Conducts strategic, organizational, and programmatic analysis in support of USSOCOM mission to align command performance (functions, tasks, resources) to strategic priorities.
  • Develop a senior level seminar by leading through communication, presentation and facilitation of working groups during a series of engagements of analytical process called design workshops while adequately dealing with incomplete, ambiguous and sometimes misinformed information.
  • Lead the design, development, execution and assessment of executive level seminars that explore complex issues. These issues are synthesized using a systemic method that encompasses both creative and critical thinking incorporated in the description, understanding and visualization of scenarios (case studies, vignettes, moves/turns, etc.).
  • Lead/guide a collaborative network of subject matter experts through an exchange of information and reasoning using structured analytical techniques such as design thinking, structure thinking, and other qualitative methods as appropriate to solicit from a working group the true nature of a problem to be addressed by senior strategic decision makers across the whole of government.
  • Lead, facilitate and develop the production of problem solving methods to properly frame complex issues by challenging the group to question intuitive judgments.
  • Lead working groups using design thinking techniques both within the command and with external partners to conceptualize and appreciate a problem from multiple perspectives.
  • Lead detailed after-action sessions with the sponsors of SLSs and a separate after action session with the WGC team to identify best practices and requirements produced from the SLS.
  • Conduct and lead working groups to properly define problems, establish objective, determine methods of analysis, and establish desired end-states.
  • Identify and evaluate through practice alternative mental models to address and mitigate cognitive biases that may adversely affect intuitive judgment of decision makers.
  • Assist in development of other types of "events" that require critical and creative approaches to designing a process in which key information will be communicated to senior leaders.
  • Anticipate senior leaders' biases by combining structured analytical techniques along with substantive expertise and an inquiring and imaginative mind.
  • Skillfully articulate/educate participants of working groups, sponsors, and senior leaders of the value of the various qualitative analytical methods and how they will achieve the objective of promulgating structured discourse between high ranking (4 star and above) decision makers
  • Communicate and collaborate with senior leaders and decision makers to effectively describe, visualize, and understand complex issues/problems to achieve the command's and partner's objectives.
  • Collaborate with senior leaders within the command and partners outside of the command to develop critical questions to be addressed and analyzed during executive level seminars.
  • Facilitate the creation of story board scenarios/vignettes to conceptualize and communicate a defined problem to decision makers.
  • Coordinate, train, and assist various briefers with a crawl, walk, run concept of briefer development/rehearsal during an "action officer" week prior to the SLS to artfully communicate a problem set.
  • Coordinate and lead an "action officer" week that synchronizes the data gained from the workshops with the technical, visualization capabilities of the WGC.
  • Synchronize the qualitative data gained from workshops with the visualization of the vignettes.
  • Develop subsequent working groups using various methods outlined in such works and qualitative theories as Art of Design - School of Advanced Military Studies, Systems Thinking, Design Thinking, Ground Theory, Content Analysis and Nudge to name a few with a goal of producing case studies, vignettes, or moves to achieve a structured discourse by senior leaders.
  • Work independently of the group to further achieve analytical insights by advising and assisting sponsors and/or team leads to properly craft scenarios (case studies, vignettes, moves/turns, etc.) and indicators that can be used for presentations.
  • Conduct data collection through various note taking techniques during the execution of seminars. Then convert this raw data into informative qualitative insights to be used as study results.
  • Advise and assist lead planners with implementation of best practices and qualitative research prior to officially forming of working groups.
  • Facilitate working groups to achieve the objectives described above, and contribute to the conduct and assessment of executive seminars.
  • Assist visual graphic designers with the context of the story board to ensure the working group products are adequately captured and displayed visual.
  • Presents study results, findings, conclusions, options and opinions to WGC customers, including senior leaders (GO/FO/SES level).
  • Log and manage historical products of the design workshops to properly apply a stream of events depicting the cradle-to-grave approach of the wargame.
  • Advise WGC leadership of common best practices that the command's problem sets can be applied against within the field of behavioral economics, design thinking, prospect theory and a litany of others qualitative applications.
  • Contribute original authorship and assists with compilation, editing and publication of written products such as operational summaries, project descriptions, trip reports, and the results of WGC activities.
Minimum Education/Experience Requirement: Bachelor's Degree in Operations Research, Applied Mathematics, or Industrial Engineering and ten (10) years of experience in Operations Research and Analysis in military related matters or subjects. Master's Degree preferred.

Required skills include:
  • 5 years of military operations, intelligence, plans or resourcing experience.
  • 2 years of strategic wargame experience.
  • 6 years of operations research system analysis (ORSA) experience in qualitative and quantitative analyses of complex military and related problems supporting DOD planning, programming and budgeting system (PPBS), Requirements Development/Joint Capabilities Integration Development System (JCIDS) and/or major defense acquisition programs (MDAPS).
  • 3 years of experience leading study teams, operational planning teams, communities of interest, and/or other diverse groups in the examination of complex problems and the development of recommended solutions using illustrative briefings, narratives, and related vignettes and scenarios, that serve to enhance understanding of those problems.
  • Work history shall demonstrate 3 years of experience in design thinking theory, doctrine, philosophy and practice.
  • Work history shall demonstrate 3 years of experience in capturing data, typically as a data collector during the seminars.
  • Work history shall demonstrate 3 years of experience in using qualitative analyses while leading various working groups to problem frame by thinking deeply/appreciating the problem, describing vividly relevant aspects of the problem, and producing a means of communicating the problem to senior level decision makers.

Must be willing to travel to various CONUS and OCONUS non-hazardous locations.

Must possess an active Top Secret/SCI Clearance.

Essential Functions

Work Environment

Work will be performed inside a large facility. Work assignments vary based on client requirements. Position could require some night and weekend work. Travel is required to various CONUS and OCONUS non-hazardous locations based on client requirements.

Physical Requirements

Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and Machines

General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment.


Work assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday).

Must be well organized with the ability to coordinate, prioritize and execute multiple tasks simultaneously in a high-pressure environment. Ability to communicate verbally and in writing to work effectively with a variety of government, military and contractor personnel at all levels. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area.
