Department Overview

This position is located within Gas Control Strategy and Support (GCS&S). GCS&S is responsible for providing gas control operational engineering support, technical support of the gas SCADA system, and technology implementation management for system control and control room operations.

• GCS&S ensures that all gas system investments are aligned with system gas control philosophies for distribution and transmission, and that system changes are effectively managed. It also evaluates real-time system operating risks and recommends opportunities to reduce that risk. This requires a high level of understanding of PG&E's gas system and system operations.
• GCS&S is recognized for its expertise of gas SCADA and in particular the technology and tools used in PG&E's gas SCADA system, and is responsible for the reliability and data accuracy of this system.
• GCS&S promotes and manages the deployment of state-of-the-art technology and tools to provide predictive and intelligent system monitoring, provide situational awareness for gas control personnel, and aid in effective response to abnormal and emergency conditions.
• GCS&S owns the Control Room Management processes and standards for Gas Control, supports and ensures compliance and operational excellence related to these processes, and facilitates operator and coordinator training programs.
• GCS&S acts as the Cybersecurity risk owner for Gas Operations and works collaboratively with Enterprise Cybersecurity on governance and risk reduction efforts.

Position Summary

The Manager position will have lead responsibility for the gas transmission and distribution overall system control philosophy and requirements documents; ensuring all T&D pipeline and station specific projects are aligned with overall gas system control requirements; assessing real-time system operating risks and recommend opportunities to reduce risk; coordinating causal analyses for abnormal system operating events; and providing operations engineering support for the Gas Control Center. The Manager leads a team of 8-10 engineers and specialists.

• Bachelors of Science degree in Engineering; preferably in Mechanical, or equivalent experience.
• 8 years of Gas Engineering or Operations experience.

• Extensive knowledge of gas transmission and distribution pipeline and station facility control and operation.
• Knowledge of process safety and control systems failure and risk specific to gas transmission and distribution systems.
• Professional Engineering license


• Oversees the documentation and management of the overall gas system control philosophy for transmission and distribution which defines the level and type of monitoring and control for various parts of the gas system.
• Knowledge and application of Control Room Management regulation, 49 CFR 192.631, to ensure alignment and compliance with defined areas of responsibility
• Ensures all gas main/pipeline and station projects are aligned with the overall control philosophy document and that system gas control requirements are taken into account for these projects.
• Provides leadership and direction for system-wide projects which are part of the overall system control strategy such as GT and GD increased system visibility efforts.
• Provides leadership for:
o Evaluation of real-time system operating risks and the recommendation of improvement opportunities.
o Coordination of causal analyses of abnormal operating events, such as overpressure events.
o The analysis and resolution of complex operational issues related to the control of the gas distribution and transmission systems. • Provides expert advice on how new facility or system control changes may impact gas operations and develop contingency strategies and change management processes to minimize any potential disruptions to gas control operations.
• Leads a team of engineers, including determining and reviewing job responsibilities; hiring; managing workload/workflow; developing and communicating goals; monitoring performance; assessing training needs; evaluating performance; determining ratings/increases/bonuses; providing feedback; employee development; and managing performance (coaching, corrective actions, discipline).
• Maintains knowledge of the business and its environment; is knowledgeable about key issues and trends including best practices; is familiar with the industry language and terminology.
• Develops and maintains work relationships, contacts, and networks. Builds partnerships with stakeholders to successfully accomplish goals.
• Efficiently and accurately performs monitoring and analysis functions for ongoing projects and work efforts; reviews current work practices for operational efficiencies and deficiencies and provides feedback, follow-up, and recommendations for improvement to appropriate parties
• This position requires 10% travel typically to PG&E regional and divisional offices outside of headquarters. From time to time, out of state travel is required to attend seminars and conferences, and network with other industry companies.
