Position Summary

The IDIQ referenced above is a single award indefinite delivery indefinite quantity A/E contract for work worldwide. The primary tasks anticipated under this contract include support of the client's sustainment, restoration, and modernization program. The specific services to be provided include, but are not limited to, linear segmentation; performance of engineering studies, surveys, and assessments; condition assessment program support; operation and maintenance support information submittal development and implementation; re-commissioning and retro-commissioning of facilities; development and accomplishment of measurement and verification (M&V) Plans; and development of facilities management efficiency initiatives and processes for material supply initiatives, preventive maintenance programs, computer-based maintenance management systems, and preparation of business case analyses for facility maintenance and sustainability issues.

The contract was awarded to a Joint Venture that includes Jacobs. Jacobs provides the overall Program Manager (PgM).

The PgM is the primary point of contact for the client. The PgM represents the overall JV team leadership and is responsible for performance related to timely response to requests for proposals, fee negotiations work quality, schedule compliance, cost control and interdisciplinary collaboration. The PgM coordinates with the JV partner's leadership, JV Leadership and Quality Control Manager as needed for determining share of work and Delivery Order leadership, contract conformance and client satisfaction. The PgM oversees Jacobs administration of the Joint Venture including issuance of sub-task orders to the JV partners, subcontracting, invoicing and contract management. The PgM performs Project Manager duties as listed in the JV agreement.

Within Jacobs the PgM is the Manager of Projects (MOP). The MOP is a key leadership role in Jacobs responsible for the project delivery process and ensuring that we optimize the gross margin (GM) to the company through flawless project execution and delivery. The MOP has overall responsibility for the success and delivery of projects and as-sold GM. The MOP can also be the DPE on projects or programs.

  • Contact and correspondence with the owner and any third party on matters arising under the contract
  • Maintaining correspondence and project files
  • Assessing overall performance of the JV, performing progress monitoring and reporting and identifying potential problem areas for resolution
  • Proposing budgets for JV costs and consolidating this and each party's budget for review and approval of the Board of Control
  • Providing payment administration to the JV
  • Monitoring and adjusting as necessary the allocation of the JV's work and staffing between the parties
  • Interpreting the contract requirements and administering the contract and the JV Agreement
  • Providing monthly reports as the JV Board of Control
  • For projects within the IDIQ for which they are MOP:
  • Ensure that all projects have been correctly reviewed by Legal/CMG and that all contractual matters are understood correctly by the project team
  • Review & sign off on JV fee proposals
  • Coordinate, participate in and approve fee negotiations
  • Ensure that all projects in their portfolio are set up and executed in a manner consistent with company expectations, policies and procedures and that all appropriate quality assurance (QA) requirements are in place
  • Ensure that all projects in their portfolio achieve or exceed their as-sold GM from each project. Minimize write-downs and GM erosion
  • Support, develop, mentor, assign and aid in the certification of Project Managers and Designated Project Executives
  • Ensure that all projects are reviewed in a monthly operational project review (OPR) or other agreed basis in order to identify current and anticipated problems
  • Minimize Unbilled Revenue and Accounts Receivable (AR)
  • Maximize client satisfaction with work done
  • Initiate and implement work process improvements
  • Identify, capture and share Best Practices and Lessons Learned


  • Review project variances on a weekly to monthly basis. Ensure possible problems are suitably mitigated/addressed and that invoices are issued
  • Review AR on a weekly basis to ensure collection of outstanding monies
  • Report cashflow at Administrative Project Review (APR)
  • Report project performance at Administrative Project Review (APR)
  • Keep the Operations Manager and Director of Projects informed of all critical project issues and developments
  • Ensure suitable projects are regularly audited and audit actions recorded/completed (PINs)
  • Ensure client satisfaction surveys are undertaken by line of business/sector and any necessary corrective/improvement items are addressed
  • Provide overall leadership to the PMs

The ideal candidate is a senior level individual with recognized credentials and expertise in the services of this contract and the organization structure and requirements of the Navy. The individual's breadth of experience will include previous assignments or relationships at very senior levels within the Navy and/or a consulting organization focused on public sector clients.

  • Licensed Professional Engineer to AIA
  • A minimum of 15 years of experience
  • PMP or PgMP Certification preferred
  • Proven and dynamic leadership capabilities
  • Demonstrated business and personnel management abilities
  • Ability to travel as necessary to meet project requirements
  • Functional expertise in the use of basic automation systems (Microsoft Office or equivalent)
  • Ability to pass background checks and related due diligence for security clearance
  • Excellent communication skills
  • Demonstrated ability to work autonomously and be self-directed
  • Proven ability to work within a collaborative, team environment and coordinate activities between program components
  • Previous experience providing consulting services to similar clients
  • Ability to direct junior and senior personnel and effectively manage and supervise a staff.
  • US Naval Facilities Engineering Command experience

Applicant must demonstrate actual leadership of a consulting team that has performed similar services for large public sector clients. This position is not a general management position with oversight of consulting personnel. Candidates experience and demeanor will demonstrate the ability to effectively interact and build long-term relationships with selected clients and provide them the capability to accurately represent the full breadth and depth of Jacobs.
