Plan and manage resources, finances, scope and services within the East Coast Utility Communications Group to deliver business results. The East Coast Utility Communication's Group (UComm) services the Baltimore Gas and Electric and PECO Utilities organizations for their real-time networking and backhaul needs. Additionally, UComm services all of Exelon for transport services utilizing fiber and microwave backbones. The job of the East Coast UComm Manager is to ensure all service levels are being met with a significant focus on client engagement and improvement opportunities that cover scope of services, cost of services and timeliness of services provided by UComm. A focus should be to work with the Mid-west Manager of UComm and the engineering managers to reduce the gaps of equipment standards across the Exelon Utilities fleet, leveraging people and services across geographies to increase productivity. This manager will be responsible for delivering operational services and solutions on time, within budget and with the required functionality. Participate in developing and implementing strategy/policy around UComm's networking and telecommunications equipment, processes and people. Manage projects of high complexity, size and change management risk.


- Lead and manage IT staff and resources in accordance with IT Business Plan.
For projects: Plan and manage scope, schedule, and budget for defined deliverables in accordance with IT project management standards. For operations/application maintenance: Plan and manage to defined service level agreements at agreed upon budgets. This role is an operational role and will consume most of manager's time; however some project activities will be included in his/her deliverables. It is critical for this person to be able to balance the demands of the operations side while still meeting the project delivery time frames (scope, schedule and budget).

- Operate utilizing standard processes as defined within the Management Model. Oversee process improvement efforts and ensure adoption of standard processes and procedures that deliver sustainable top quartile cost and performance levels.

- Establish, maintain, and enhance relationships with business and IT partners. Communicate status to key stakeholders on a regular basis.

- Maintain current business knowledge/acumen, including application of technology solutions to deliver business results.

- Evaluate performance and provide coaching for IT personnel. Participate in career development and succession planning processes. Promote diversity and foster teamwork, collaboration, and a learning organization. Provide input on development and retention processes for IT employees.

- Prepare and manage budget for area of responsibility.


- Bachelor's degree in Computer Science or related discipline and typically 8 to 10 years' experience in computer data networking and telecommunications transport or equivalent combination of education and work experience.

- Appropriate technical skills in routers, firewalls, SONET Switches, data network security techniques. PMP certification preferred for specific roles as per guidelines established by the IT Project Management Office.

- Strong knowledge of business practices and processes in network and telecommunication operational processes.

- Experience leading and managing IT projects or sub-teams and knowledge of IT project management.

- Experience leading and managing technical personnel.

- Strong judgment and excellent analytical ability.

- Excellent communications skills and ability to work effectively with all levels of IT and business management and with vendors.

- Experience managing budgets for functional area of responsibility.

- Graduate Degree

- Utilize understanding of customer's business needs to determine requirements and help set direction.
- Determine and helps others learn appropriate theories, practices and principles that relate to their skill set portfolio and related sciences and disciplines.
